基于低碳经济的区域创新系统研究

摘要
本文首先分析在基于低碳经济的区域创新系统的含义、框架结构以及创新主体之间的关系,在此基础上从主体、环境、机制三个构成要素角度对基于低碳经济的区域创新系统进行分析,运用博弈论的相关理论对创新主体的行为决策过程进行动态的演化博弈分析;从六个环境生态因子维度构建基于低碳经济的区域创新环境评价指标体系和评价模型,并对基于低碳经济的黑龙江省创新环境进行实证分析和评价;根据生态位理论分析基于低碳经济的区域创新系统的动力机制、协同竞争机制、演化发展机制、营养供给和保障机制等运行机制。最后,运用主成分和DEA综合评价方法对基于低碳经济的区域创新系统的运行效率进行评价,同时运用Malmquist指数方法衡量基于低碳经济的区域创新系统的技术效率的变化和技术进步状况,并对基于低碳经济的黑龙江省的创新效率进行实证分析,进而提出提升基于低碳经济的区域创新能力和效率的对策和建议。
The paper first analyzes the meaning, the frame structure and the relationships among theinnovation subjects of the regional innovation system in the context of low-carbon economy. Onthis basis, it explores the regional low-carbon innovation system from the elements of theinnovation subjects, environment, and mechanisms, where the game theory is applied to carry outthe dynamic evolutionary game analysis on the decision-making behavior process of theinnovation subjects. The regional low-carbon innovation environment evaluation index system andevaluation model are built on the angles of six ecological factors, and demonstration andevaluation on the low-carbon innovation environment of Heilongjiang province is given. Thedynamic mechanism, cooperative competition mechanism, the evolution and developmentmechanisms, and the supply of nutrients and protection mechanism and other operationalmechanisms included in the regional low-carbon innovation system, are discussed in accordancewith the niche theory. Finally, the principal component and DEA comprehensive evaluationmethod are applied to evaluate the efficiency of regional low-carbon innovation system, whileMalmquist index method to measure the change of technical efficiency and technical progress, andimplement the empirical analysis on the operating efficiency of low-carbon innovation system inHeilongjiang province, and then countermeasures and suggestions to enhance the capacity andefficiency of regional low-carbon innovation.
