中国B公司的第三方物流战略制定及实施
摘要
现代物流业在当今社会生产中发挥着越来越重要的作用，成为覆盖面最广泛的行业之一，是一个企业乃至一个国家在高起点上实现持续发展的重要基础，因此企业管理者必须站在战略的高度上来认识物流。中国B公司(以下简称B公司)作为国有大型工贸企业，在2001年制订的下一个企业“五年计划”中，已经明确地将第三方物流业务作为集团公司三大重点发展的业务之一。本文旨在结合第三方物流行业及B公司的具体情况，运用战略管理科学的有关理论和方法，对B公司发展第三方物流业务具体的战略制定和实施进行探讨。
文章主要通过物流行业及B公司概述/ B公司物流战略外部环境态势分析 / B公司物流战略内部情况分析/ B公司物流战略的选择、确定及实施中的主要问题等 四个大部分,来论述B公司物流战略的有关制定实施问题。在对物流及第三方物流的沿革、现状及B公司的基本情况做出介绍后，文章指出B公司制定、实施第三方物流战略的初衷是整和企业的相关物流资源，进入发展迅速的第三方物流行业以获取良好收益，其内部自营业务的物流管理不在本文重点讨论范围之内。之后，文章进一步具体应用了战略管理中的SWOT分析法，即对B公司发展第三方物流的外部环境机会和威胁及内部条件的优势和劣势进行分析，讨论。其中，外部环境分析的数据及相关资料主要收集自国内外专业刊物、作者工作实践中的收集总结以及国家外经贸部、交通部等政府部门网站公布的数据。内部环境分析中的绝大多数数据和资料来自作者在B公司系统多年的工作积累，其中包括了近年来作者在各个港口城市对B公司系统内相关仓储、对外贸易、运输等单位的实际调研及业务接触过程中，所收集整理的一些一手数据。
通过对相关内外因素的分析、讨论，文章提出了较为明确的中国B公司发展第三方物流业务的战略，即以现有的物流公司为主线整和相关资源，定位于在国际贸易下的危险品物流服务及国际工程承包物流服务方面建立竞争优势，文章最后针对该战略的实施过程中必须给予注意的几个问题，作了简要的论述。
笔者希望通过本文，为B公司最终成功地制定、实施第三方物流战略提供一些有益的思路和启示。
Now, modern logistics play very important role in the society production， the enterprise should treat it as a important strategy. B company, as a state owned big trading company, had been established more than 20 years, and accumulate big amount resources in logistics business. in the "B company next 5 years plan" which made in 2001,developing "third party logistics "(TPL) will be one of the three most important business for the group company. This thesis try to combine the facts of B company and the theories/ models of strategy management ,to discuss how B company make and perform the modern logistics strategy.
This thesis mainly divided into four parts, including simply introduction of modern logistics, TPL and B company /B's logistics strategic outside situation analysis /logistics strategy inner side analysis/ logistics strategy determination and implementation.
After the brief introduction of modern logistics and the B company, the thesis use the SWOT theory model to make strategic situation analysis ,try to find out the B company inner strength and weakness in TPL business, and the opportunity and threaten from the out environment. base on these date and information, the thesis suggest a suitable TPL strategy plan for B company. That is inner horizontal integration and focus on the logistics service for dangerous and engineering project under international trade, and discuss a few side for the strategy implementation briefly.
Hope this thesis can provide some enlightening for B company's TPL strategy decision and implementation.
文章主要通过物流行业及B公司概述/ B公司物流战略外部环境态势分析 / B公司物流战略内部情况分析/ B公司物流战略的选择、确定及实施中的主要问题等 四个大部分,来论述B公司物流战略的有关制定实施问题。在对物流及第三方物流的沿革、现状及B公司的基本情况做出介绍后，文章指出B公司制定、实施第三方物流战略的初衷是整和企业的相关物流资源，进入发展迅速的第三方物流行业以获取良好收益，其内部自营业务的物流管理不在本文重点讨论范围之内。之后，文章进一步具体应用了战略管理中的SWOT分析法，即对B公司发展第三方物流的外部环境机会和威胁及内部条件的优势和劣势进行分析，讨论。其中，外部环境分析的数据及相关资料主要收集自国内外专业刊物、作者工作实践中的收集总结以及国家外经贸部、交通部等政府部门网站公布的数据。内部环境分析中的绝大多数数据和资料来自作者在B公司系统多年的工作积累，其中包括了近年来作者在各个港口城市对B公司系统内相关仓储、对外贸易、运输等单位的实际调研及业务接触过程中，所收集整理的一些一手数据。
通过对相关内外因素的分析、讨论，文章提出了较为明确的中国B公司发展第三方物流业务的战略，即以现有的物流公司为主线整和相关资源，定位于在国际贸易下的危险品物流服务及国际工程承包物流服务方面建立竞争优势，文章最后针对该战略的实施过程中必须给予注意的几个问题，作了简要的论述。
笔者希望通过本文，为B公司最终成功地制定、实施第三方物流战略提供一些有益的思路和启示。
