大庆油田葡北油气处理厂业务流程重组研究

摘要
油气处理是大庆油田供应链的重要中间环节,研究油气处理的业务流程重组问题,对于促进油田可持续发展、提高油气集输过程中的经济效益和工作效率具有重要的现实意义。本文从供应链管理的视角,结合石油化工企业流程优化问题,对大庆油田葡北油气处理厂进行了业务流程重组研究。
     论文系统阐述了业务流程重组基本原理、业务流程管理发展历程及其在供应链管理中的应用;重点针对流程重组问题,首先明确了大庆油田强化油气处理业务的经济意义和社会意义;然后,运用供应链管理的思想分析了油气处理业务整个过程的业务流程和工艺流程,运用流程管理理论分析了其发展现状。确定了葡北油气处理厂的核心流程、支持流程、管理流程和业务网络流程。通过定量分析,指出了核心业务流程中存在的问题,结合现场生产实践,提出了解决问题的关键所在。
     论文研究成果从业务流程重组的视角,给出了一种提高大庆外围油田油气处理业务工作效率和经济效益的途径,提出了油气处理厂生产过程中一种减少原油损耗的适用方法。
Facing the severe situation that the international crude oil prices continually refurbish the historical record, the lowest cost strategy becomes one of the strategies of the petrochemical enterprise. Business process reengineering provides an effective way of the lowest cost development for the petrochemical enterprise. The main content of the thesis as follows:
     The first chapter is introduction. Introducing the searching background and the current researching situation of business process reengineering internal and overseas, analyzing the applying situation of it in the internal and oversea enterprise, pointing out the bright future that it can bring to the enterprise, raising the mainly researching content and thoughts of the thesis at last.
     The second chapter is the summarization of business process reengineering. Expounding the fundamental concept and the main content of it and the developing process of the business process management and also introducing the techniques and ways of it in detail.
     The third chapter is business process reengineering of supply chain management. Provides the essence of supply chain management and the features of supply chain in petrochemical enterprise, analyze the relations between supply chain management and other management system in petrochemical enterprise. It also describes the ways and goals to business process reengineering in supply chain management. Analysis shows that the method of petrochemical enterprise’business process reengineering should be according to the emphasis that among supply chain coupling point enterprise’business process reengineering in supply chain management. The goal of reengineering is realize the integral improvement of supply chain.
     The fourth chapter is analysis on business process of Pubei oil&gas treatment factory. Described some technical problems related to oil&gas treatment in oil&gas collective transportation, such as the axiom and production process of fractionation stabilization methods that the crude oil stabilizer adopts which lays a technical foundation to process analysis below. According to the increment process of petrochemical enterprise’products, the generalization and classification of the Pubei oil&gas treatment factory’s business process, it points out the core business process of the Pubei oil&gas treatment factory is hydrocarbon production process provides the key point during the process of hydrocarbon production. Furthermore, points out the problems and reasons why core process exists.
     The fifth chapter is the business process reengineering of the Pubei oil&gas treatment factory. Provides the methods to solve the overusing of crude oil in the hydrocarbon product process. The results of study shows that it is not enough to improve the economic and operation efficiency only basing on core business process reengineering. It also calls more supports from other management process to improve the management level through the integral improvement of the process.
     The thesis discussed the business process reengineering problems of the Pubei oil&gas treatment factory’s in supply chain management by using the basic theory on business process reengineering. However, because of the limitation of time and survey data, there is still incompleteness in the thesis.
     First, the thesis only considered the variation of compete environment and demands of customers in the process improvement, only make improvement at the angle of technology, but not consider the business process reengineering problems at the management level such as organization and corporate culture and so on. The later research will be taken with a more complicated view.
     Second, the thesis analyzed the business process reengineering among departments of the Pubei oil&gas treatment factory. And there will be further study on business process reengineering among the enterprises.
