面向军事活动的效率集成理论研究及实证分析

摘要
效率是某一系统中有效的或有用的产出与总投入的比率。效率问题始终是人类生产与管理的最基本问题之一;论文针对现代科技进步、特别是信息技术和管理技术进步导致的现代军事工程手段与作战模式集成化、信息化程度的提高,对以工业工程(IE)为代表的效率技术和管理集成技术在面向信息化时代的军事系统、军事工程中效率集成的作用进行了初步的实证研究和理论分析。
    论文研究的基础在于:新科技革命正推动全球范围内生产力和生产方式发生深刻变革;军事实践也势必不可避免地受到这场革命的影响和推动。在生产领域应用IE等效率管理与集成技术寻求对于时间效率集成问题的相对优化方法效益显著。在军事领域,与人类从工业社会向信息社会进步的大背景下的制造业管理相类似,军事实践同样作为“有组织、有目标的成本与效率过程行为”,IE效率管理集成理论与技术也是完全适用的。近年来的高技术局部战争充分表明了未来战争将是集陆、海、空、天、电磁多维一体的信息化条件下的集成化军事工程行为,新军事变革正推动战争手段以及作战模式信息化、集成化程度的日益提高,使21世纪战争的“精益工程化”特点和发展趋势日见突出。而当前有关研究往往过多集中于单纯的武器技术的新发展上,而决定胜败的效率技术和管理技术往往容易被忽略。
    论文研究的创新性在于根据现代非传统安全领域的变化,将所研究的军事行动从学术角度界定于IE研究的“效率工程”层次范畴;并在对国内外系统与效率集成相关研究进行广泛调研和分析的基础上,对于时间约束下的军事行动的作业效率管理问题提出了基于网络优化的分析框架,围绕在现代IE发展的影响以及信息化的效率集成以及IE在军事工程中可以发挥的作用以及多元化趋势展开研究,论文首先提出了效率与效率集成问题,指出了信息化条件下军事行动的工程化使信息化为核心的军事变革不仅仅是“信息技术化”,没有先进的管理技术,低效率的军事行动同样难以成功。效率及其集成仍然是面向信息化时代军事工程与活动追求的核心目标。
    论文进一步就效率、集成以及效率集成的相关概念进行界定;并对上述概念在本论文研究中的应用与价值;进而就IE技术的应用予以分析。并就现代IE的商用现成技术(IE-COTS)如TPS在军事领域的应用方向进行探索和分析。实证研究是本论文的出发点和价值所在。本论文就提出“工业工程在军事领域的应用”构想之可能的理论和技术内容类型进行分析和总结。论文针对以往军事领域对于效率集成问题研究的不足,借鉴了经典IE理论、TPS方法、系统分析、约束理论、生产与作业管理以及决策与规划方法等研究方法;对面向信息化时代的军事工程的效率集成问题进行了尽量全面的研究和规律探索。提出了比较系统地对于军事领域的效率集成问题的研究方法和“设立类似工业工程师的参谋职位”以及建立军事效率集成管理系统(EIMS)的设计思路。并在实证研究基础上,对于效率集成问题的数学仿真模型的建立和模拟计算也提出了创新性较强的探索性方法。
Efficiency is the ratio of effective output to the total input and that has been one ofthe most essential issues during the process of artificial production and management.With the development of modern technology, especially those of information andmanagement technologies, modern military project and combat modes rely more andmore on integration and information. Thus the paper is dedicated to study the strategicrole of basic efficiency and integration methodologies, which is represented by IndustrialEngineering (IE), in modern military system.
    The foundation of research consists in: The Hi-technology revolution, leading byInformation Technology, has profoundly influenced human living and production.Military, as one of the most important activities of human community, is no exception.Just as its application in the fields of production, the theories of efficiency and integrationproved to be effective too in military projects. Recent regional wars showed that militarytoday are featured by highly integrated combat modes integrating land, marine and airforces, aerospace and electro-magnetic technologies, which makes the warfare todaymore and more a complex yet integrated Precise-Engineering project. However, currentmilitary studies still spend almost all the focus on isolated weapon improvement orinvention, and overlook efficiency and management integration. The originality of thedissertation lies in the definition of military activities as “‘National military engineering”of IE firstly. Then, after doing relevant literature review, it proposes an advanced analysisframework of efficiency management with time restriction based on Internet. The paperbegins with the introduction of efficiency and efficiency integration, discussing the latestdevelopment of IE and its application in military activities. This part concluded thatefficiency is the core of military reform and development in spite of the crucial role ofinformation technology.
    Then, the paper defined concepts such as efficiency, integration and efficiencyintegration and discussed the significance of applying these concepts in militaryengineering study. Further, it goes to the application of IE, especially IE-COTS inmilitary. Empirical study is the core of the study. Based on real national militaryengineering examples, the paper chiefly focus on the application of IE in military. Takingmodern military transportation as an example, the dissertation employs substitute toperform quantitative study of models and classification of efficiency in limited time.Finally, the results are summarized and the future research topics are discussed.
