我国城市综合危机信息管理系统构建研究

摘要
随着城市化进程的加快,城市危机管理日益成为社会关注的焦点。危机管理对信息的高度依赖性使危机信息的管理成为危机管理的重要内容,从某种意义上讲,危机管理的过程实际上就是对危机信息进行收集、加工、处理并据此做出决策的过程。因此,危机信息管理系统作为危机管理的一个关键的子系统,如何依托先进的信息技术构建科学的城市危机信息管理系统,从而为城市危机管理信息提供综合的平台尤为重要。
本文在分析美国纽约、日本东京、加拿大多伦多等城市危机信息管理系统的基础上,得出了构建我国城市危机信息管理系统的启示。进而对我国城市危机信息管理系统进行了分析,提出了一种具有普适性的危机信息管理系统的构建方案,并初步设计了我国城市危机管理信息系统的逻辑模型。在对各个模块进行详细分析的基础上,本文对我国城市危机信息管理系统运行中需注意的问题进行了深入的分析,并指出了本文研究的不足。
With the accelerated process of the urbanization, urban crisis management becomes increasingly the focus of people's attention. Crisis management has a high degree of dependence on information,so crisis information management became an important part of crisis management. In a sense, the process of crisis management is the process of information collection, processing, handling, and thus the decision-making. Therefore, crisis information management system as a key subsystem of crisis management, how to rely on advanced science and information technology to construct the urban crisis information management system for the urban crisis management to provide a comprehensive information platform is particularly important
Based on the analysis of the crisis information management system of New York in the United States, Japan's Tokyo, Toronto in Canada and other cities ,the paper drew the inspiration of constructing China's urban crisis information management system .The paper analyzed China's urban crisis information management system,on this basis, a universal programme of crisis information management system is proposed and the logic model of our urban crisis management information system is also designed.In a detailed analysis of the various modules , this paper analyzed the operation problem of China's urban crisis information management systems and pointed out the lacks in this paper.
