农户经济行为与农户金融体制研究

摘要
本论文的主要目的是为农村金融体制改革服务，为农信社、农业发展银行、邮政储蓄、国有商业银行县域支行、合作基金会的改革提供清晰的思路，并试图为这些机构的改革指明方向。
研究方法：定量分析与制度分析相结合；经济分析与金融分析相结合；注重比较研究、类比研究；继承与创新相结合，继承主要是思想上继承，以自己的语言表述，创新表现在论点、论证等方面；多学科交叉研究，计量经济学、多元统计学、西方经济学、金融生态学、发展经济学知识，根据需要加以运用；注重收集原始资料，避免重复研究。
取得的成果表现在理论与观点创新、政策建议方面：
主要理论与观点创新：(1)提出了农户金融的概念，并提出农户金融机构生存模型。(2)提出了贫富分化条件下，发展经济更依赖金融的观点。(3)提出了农户创业是农村城镇化的需要，农户创业风险不能由借贷资金承担的观点。(5)农信社不可能改造成真正的合作金融机构观点。
政策建议方面成果丰硕，主要有：(1)加强中西部镇的农户金融监管，并考虑由农村金融机构监管者任职民间多点机构高级经理人的这一农村金融人才培养模式。(2)要建立农户创业资本形成机制、民间金融机制、直接金融机制、长期资金支持机制。(3)农信社、邮政储蓄、国有银行县域、合作基金会、农业发展银行的改革建议。(4)政府要推动地区间贸易。
This thesis serves for the rural finance organizational reform, to provide the clear thoughts for the reform of the rural cooperatives,the agricultural development bank, the postal savings institution, county-branches of the state-owned commercial banks, the cooperative funds, and attempts to direct these organizations reforms.
Research technique: The quantitative analysis and the system analysis are unified;The economic analysis and the financial analysis are unified; Pay attenion to comparison research and analogy research; Inheritation and innovation are unified, inherit mainly the thought, and the thought are expressed by my own language, the innovations included the argument and the proof innovation ; The multi-disciplinary overlapping research, knowledge of the econometrics.multi-variable statistics, the western economics, the financial ecology, the development economics, are utilized according to my needs ; Pay the attenion to collect firsthand information in order to avoid duplicating studies.
Achievement is mainly on the aspect of theory and the viewpoint innovation, the policy suggestion:
Main theory and viewpoint innovations: (1) proposed the peasant finance concept, and proposed the survival models of peasant financial institutions. (2) proposed that under the condition of polorization, the development of economy relies on financial. (3) proposed that the peasants start a business are the needs of citilizing countryside, which risk shouldn't be covered by lend money. (4) the rural cooperatives is impossible to be transformed to the true cooperation financial institution.
The policy suggestion are plentiful, including: (1) Strengthens the mid-west town peasant finance supervising and managing, and considerates the pattern of cultivation the rural talented person that personnel who supervises and manages the rural financial institutions is appointed as high-level manager of one of those institutions. (2)Establishes the capital formation mechanism, the folk financial mechanism, the direct finance machanism, the long-term capital support mechanism to facilitate the peasant to start an business. (3) suggestions on the reforms of rural cooperatives, postal savings institutions, county-branches of state-owned banks,cooperative fund, agricultural development bank. (4) the government must impels the trade between different areas.
