摘要

警察职业道德建设是警察伦理学中的重要问题，也是公安教育理论和公安工作具体实践中的热点问题。研究和探讨警察职业道德建设无疑会对警察队伍建设和警察素质提高起到重要促进作用。
     本文立足于警察职业生活，坚持理论和实践相结合原则，从警察职业道德实践入手，借鉴并吸收了近年来学术界和公安教育理论研究所取得的成果。在此基础上，研究并阐述了警察职业生活所涉及的各个领域、各个层次的问题，具有较强的针对性、启发性。
     首先，本文着眼于新时期加强人民警察职业道德建设的客观根据，阐述了加强人民警察职业道德建设的重要性。论述了加强人民警察职业道德建设的五个客观根据，明确了警察职业道德建设的战略性地位。
     其次，本文分析了警察职业生活中存在的主要违法违纪和道德问题，客观地分析了这些问题产生的原因，这对加强公安队伍建设，深化“形象素质”教育，对各级公安机关对照检查自身存在的问题具有借鉴意义。
     再次，本文运用辩证唯物主义和历史唯物主义原理，阐述了加强人民警察职业道德建设的基本思路和想法：即坚持“真抓”、“早抓”、“主动抓”指导原则；树立一个系统观念和协调思想；构筑两道内部防线；强化三个环节教育；处理好几个教育的关系；批判、克服落后道德观念等问题，对警察队伍的道德建设机制进行了探讨。相信通过系统工作，一定能把我们公安队伍建设成为一支党和国家放心，人民满意的合格队伍。
The construction of the police professional ethics is not only an important matter in the police ethics and also a key problem in practice. There is no doubt that it can urge the army's construction and promote the police overall qualities.
    This book bases itself on the police professional work, insists on putting theories and practices together, start with the professional practice, use and absorb the experiences in the academic circles and achievements in the public security. Besides, it also elucidates some problems of different fields and different levels which existing in the police professional life, which, to some extent, develop the range and the quality and which is also specific and guiding.
    Firstly, this book focuses on the objective grounds on how to strengthen the professional ethnical construction of the people's police during a new period and clarify profoundly the importance of strengthening the construction of the police professional ethics. It also states five objective bases about how to strengthen the construction of the police professional ethics, which means to safeguard our party's and our nation's honor, to perform the duties of the public security organs, to improve the people's police qualities, to meet the needs of the social construction in the political civilization. All of these make clear the strategic position of the police professional and ethical construction.
    Secondly, this book analyses the problems about law-breaking and principle-breaking and also about the ethics existing in police daily life. The objective analysis for these reasons can strengthen the construction of public security troops, and deepen "Image-quality" education, hi this way it can provide references which the public security organs at different levels can use to check the existing problems of their own.
    At last, this book put to use the dialectical materialist theory and historical materialist theory; systematically expounds the basic ideas and
    
    
    thoughts of strengthening the professional ethics of the people's police. That is, to stick to some guiding principles, for example, to carry out duties early, truly and actively; to set up a systematic concept and a sense of coordination; to form two internal lines of defence; intensify three links in education; harmonize the educational relationships; criticize and overcome the old moral concepts, all of which will form a set of scientific, rational mechanism of the moral construction.
    To sum up, the ideas and methods put forward here to strengthen the construction of the people's police professional ethics are correct and they are more realistic, more realistic, guiding and operational. It's certain that our pubic security troops can be developed into one that makes the party and the nation relieved and people satisfied.
