建立海西农业产业投资基金研究

摘要
近几年，虽然国家和社会各界高度重视农业、农村的发展，但是受国家财力有限和农业投资效益低的影响，资金投入不足已经成为农业基础设施建设、农业产业发展的重要制约因素，严重影响海峡西岸经济区农业产业的可持续发展。建立海西农业产业投资基金，创新农业投融资模式，拓展农业投入渠道，是缓解农业投入不足的重要举措。
本文在对国内外产业投资基金研究文献的总结分析，以及国内多家农业产业投资基金的研究的基础上，就农业产业投资基金相关理论和概念进行界定。从有利于拓宽海西农业投融资渠道、有利于推动海西农业基础设施建设、有利于推动海西农业产业化龙头企业发展、有利于海西农业产业结构调整升级、有利于促进闽台合作深化和两岸关系的和平发展五个方面论述建立海西农业产业投资基金的必要性。围绕市场、产业、政策和社会四个方面，分析建立海西农业产业投资基金的可行性。指出农业产业投资基金管理专业人才缺乏、税收政策问题制约、投资风险多样、基金退出机制滞后四个方面的制约因素。提出建立海西农业产业投资基金的设想。即海西农业产业投资基金发起与资金来源及基金的组织形式，突出阐述了海西农业产业投资基金的运行机制，即海西农业产业投资基金的投资方向、基金投资管理和退出机制。提出了海西农业产业投资基金风险的模式及海西农业产业投资基金监管体系。最后提出了加大政府对海西农业产业投资基金的扶持力度、重视海西农业产业投资基金相关法规建设、加快高效健全的中介服务机构体系构建、加强海峡西岸经济区人才队伍建设、加强海峡西岸经济区龙头企业内在改进共五项建立海西农业产业投资基金的途径，为海西农业产业投资基金的建立进行积极的探索，促进海峡西岸经济区建设健康发展。
In recent years,although the state and the community attaches great importancetorural development of agriculture, due to limited state financial resources and lowcost-effectiveness of investment in agriculture,insufficient capital investment hasbecome the construction of agricultural infrastructure,agricultural industrydevelopment constraints,seriousaffect the sustainable development of the agriculturalindustry of the Economic Zone. The establishment of Agriculture IndustrializationInvestment Fund in the economic zone on the west side of the Straits is an importantmeasure to innovative agricultural investment and financing mode,expand thechannels for agricultural inputs is to alleviate the lack of agricultural inputs.
This paper analyzed the research literature of the domestic and foreign industrialinvestment funds,as well as many domestic agricultural industry investment fundbased on the agricultural industry investment fund theory and related concepts todefine. It helps broaden the the agricultural investment and financing channels,and itis conducive to promoting the agricultural infrastructure construction of the economiczone on the west side of the Straits, and conducive to promoting the development ofthe agricultural industrialization leading enterprises,which is conducive to theadjustment and upgrade of the agricultural industrial structure in the economic zoneon the west side of the Straits.It is helped to promote cooperation between Fujian andTaiwan deepen five aspects and the peaceful development of cross-strait relations andthe need for the establishment of the agricultural industry investment fund of theeconomic zone on the west side of the Straits. Around the market,four ofindustry,policy and social aspects of starting the analysis to establish the theagricultural industry investment fund of the economic zone on the west side of theStraits. The lack of agricultural industry investment fund managementprofessionals,the tax policy issues,constraints,various investment risks,fund exitmechanism for lagging four-side constraints. Proposed the establishment of theenvisaged the agricultural industrial investment fund of the economic zone on thewest side of the Straits. The agricultural industry investment fund of the economiczone on the west side of the Straits launched with funding sources and fund form of organization,highlights that the operating mechanism of the agricultural industryinvestment fund,namely the direction of the agricultural industry investmentfunds,fund investment management and exit mechanism. Mode of the risk andregulatory system of the agricultural industrial investment funds of the economic zoneon the west side of the Straits. Finally,increase government efforts to support the theagricultural industry investment funds the economic zone on the west side of theStraits,emphasis on the agriculture industry investment funds and regulations to speedup the sound and efficient intermediary service institutions System to strengthen theeconomic zone on the west side of the Straits of qualified personnel,to strengthen thewest side of intrinsic improvement of the leading enterprises of the economic zone atotal of five ways of the agriculture industry investment funds of the economic zoneon the west side of the Straits,and actively explore the establishment of investmentfunds for the agricultural industry and promote the healthy development of theeconomic zone on the west side of the Straits.
