高等农业院校教育资源利用及办学经济效益研究

摘要
本文深刻阐述了研究高等农业院校教育资源利用及办学经济效益的意义，通过收集有关高校大量的数据资料，从教育经费投入和产出情况、固定资产利用情况，、人力资源利用情况及学科专业建设情况四个方面对目前高等农业院校教育资源利用及办学经济效益情况进行了分析研究，并利用典型分析方法，把高等农业院校与普通高等学校教育资源利用及办学经济效益进行了比较，找出了影响高等农业院校办学经济效益的主要因素，并从教育收费投入不足、人员经费比例上升、物力资源使用效率低及财务管理不善，监督机制缺失几个方面针对性地探讨了提高高等农业院校教育资源利用及办学经济效益的途径。即：改革外部管理体制、完善宏观决策机制；抓学科建设，创造品牌，形成特色，寻求持久的办学经济效益；加强内部管理，提高教育资源使用效率。
随着教育体制改革的不断深入，到2010年我们的高等教育毛入学率将达到15％，高等教育进入从量的划分上的大众教育阶段，高等农业院校要在改革的大潮中稳步前进，必须在稳定和提高教学质量的前提下，合理配置教育活动过程中所消耗的人力、物力和财力资源，加强教育成本核算，以更少的投入培养出更多的合格人才，以满足我国农业现代化及广大人民群众对高等教育的迫切要求
This essay expounds profoundly the significance of doing research in the utilization of educational resources and the economic effectiveness in running agricultural universities and colleges. By collecting plenty of data and materials from universities concerned, the author analyzes the investment and payout of educational funds, the allocation of fixed assets, the employment of human resources and the construction of disciplines; besides, the author also finds out the major factors affecting the economic returns by means of the model analytical method to make a comparison of both utilization of educational resources and economic effectiveness between agricultural universities and general universities and colleges. Meanwhile, some approaches to improve the utilization of educational resources and economic results are given by the author through the analysis and study of such problems as insufficient educational investments, increased personnel funds proportions, inefficient use of material resources, the poo
r management of financial and supervisory system etc.. These approaches include the reformation of exterior management to better the macro decision-making system, the enhancement of interior management to improve the efficiency in utilizing educational resources, and the construction of disciplines to form one's brand and characteristics for the constant economic effectiveness as well.
With the improvement of educational system reform, it is estimated that the gross entrance rate of universities and colleges in our country will be 15% by the year 2010, and higher education will quantitatively become a kind of general education. The steady development of agricultural universities and colleges in this situation demands the reasonable allocation of man-powers, material and financial resources to be consumed in the process of education, and the improvement of the educational cost accounting on the basis of guaranteeing educational qualities. Only with greater efforts can we cultivate more qualified talents to meet the urgent need of agricultural modernization and the people of higher education.
