中国食品安全规制改革研究

摘要
食品安全是保护人类健康、提高人类生活质量的基础,是经济社会稳定发展的重要保障,并对国际贸易具有重要影响。本文运用外部性、信息不对称等经济学理论,采用宏观与微观相结合、博弈分析等方法,对食品安全规制进行了经济学分析,并试图完善中国的食品安全规制体制和体系。本文除绪论外共五章,分为五个部分:
     第一部分包括绪论和第一章。绪论部分分析了食品安全规制的研究背景、研究意义、研究方法、文章基本结构与主要内容、文章的创新点和不足;第一章主要包括国内外对食品安全规制问题的文献综述。
     第二部分即第二章,对食品安全规制进行经济学分析。首先对于食品安全规制进行了博弈分析,指出影响食品安全规制绩效的因素;之后构建了食品安全规制的模型,对食品安全规制机构数量进行经济学分析,得出单一机构规制优于多部门规制的结论。
     第三部分是文章的第三章,在回顾我国食品安全规制发展历史的基础上,介绍了目前我国食品安全规制体制和体系的现状,指出其中的不足,并进一步分析了存在这些问题的主要原因,为提出食品安全规制改革的政策建立基础。
     第四部分是文章的第四章,主要分析了其他国家食品安全规制的成功经验。其中既分析了美国、日本等典型发达国家的食品安全规制的特点,同时也介绍了发展中国家——韩国的食品安全规制情况,并且分析各自的优劣,进行横向比较,为完善中国的食品安全规制提供借鉴。
     第五部分是文章的第五章,对中国的食品安全规制改革提出了政策建议。从规制体制和规制体系两个方面,对中国食品安全规制提出了政策建议。
Food safety is the basis of the human's healthy and improves the quality of people's lives. Food safety is the important guarantee of the steady development of economics and society. Food safety also has the huge affection on international trade. The issue uses externality and asymmetry of information. The article uses the combine method of macroscopic and microcosmic; game theory to analyses the regulation of food safety and tries to perfect the system of food safety in China. The article includes 5 parts.
     The first part of the issue includes introduction and the summary of domestic and foreign theories. The introduction includes the back ground, meaning and method of food safety regulation. It is also including the basic instruction, the main content, the probably new ideas and shortcomings of the article. The summary of domestic and foreign theories includes the summary of the regulation theories of food safety.
     The second part of the issue the chapter 2 economically analyses the regulation of food safety. It analyses the game theory between the objects of the food safety regulation. It establishes the game theory model of the food safety regulation. It also discusses the regulation facility numerbers. The conclusion is the only facility is better.
     The third part of the issue the chapter 3 analysis the present conditions of food safety regulation in China. The issue points out the achievement and the defection of food safety regulation in China on the basis of the history. It points out the shortcomings of the systems of food safety regulation in China. It also points out the main reasions of them.
     The forth part the chapter 4 summarizes the successful experience in regulation of food safety in the countries including USA, and Japan etc. It also introduces the condition of Korea and analysises the advantage and disadvantage of them. The article points out the experience that China can use.
     The fifth part the chapter 5 gives the suggestion of food safety regulation to improve system of food safety in China.
