网络环境下区域协同创新平台模式与机制及政策研究

摘要
在区域创新系统中,创新主体之间的合作和协同能力,对区域创新产出和效率的影响日益显现,如何搭建创新主体之间的合作桥梁,受到各方人士的重视和关注。在网络环境下,利用先进的计算机和信息技术,通过产学研合作公共服务平台,即创新资源共享平台或产学研对接平台,可以很好地实现产学研各方在虚拟环境下的协同。因此,本文对网络环境下的区域协同创新平台模式与机制及政策体系等做了较为深入的研究,为网络环境下区域创新提供了有效的实施方案与措施,将有利于提高产学研协作的创新能力,促进区域创新活动的发展。论文主要包括以下研究内容:
     1.文献回顾与基本理论研究。论文通过对区域创新相关理论、产学研合作模式、区域创新平台、区域创新政策等国内外研究现状的详细阐述,为后文奠定理论基础。基本理论部分,首先分析网络环境下区域创新的特点,指出网络环境下区域创新系统是以知识流(信息流)的强度及其特征作为其边界,同时网络环境为区域创新系统带来新的创新资源,即互联网产生的新媒体,对于分析消费者行为具有重要意义,以及电子商务对集聚产业资源、提升区域竞争力的重要作用。紧接着深入研究影响网络环境下区域协同创新效应的因素,包括创新主体间关系因素、协同创新环境因素和协同创新技术保障因素三个层次,通过案例分析得出协同创新平台、政府政策支持在区域协同创新中发挥的关键作用,在此基础上提出网络环境下的区域协同创新模型。并提出多元化区域创新政策理论,研究其协同机理,认为区域创新政策体系是通过统领性政策、系统性政策、多样性政策和交替性政策的协同配合,达到矢量合力的目的。
     2.从资源协同和创新主体协同角度出发,提出网络环境下的泛资源虚拟型区域创新模式,并从资源提供模式、知识复用模式和产学研对接模式分别展开论述。论文借鉴云计算的商业模式,将创新资源独立封装,在网络平台上以一种按需即得的方式提供给创新主体。为了更好地利用创新主体各方拥有的知识,将产学研各方的知识模块化,以知识库的方式进行存储,在知识库的基础上通过知识匹配来支持创新。由于虚拟的组织关系,创新主体各方很难近距离了解对方,因此产学研之间的创新资源如何快速准确地匹配也是一个亟需解决的问题。论文将匹配条件指标化,并设置权重,构建了双方满意度优化模型。
     3.基于泛资源创新模式的区域协同创新平台研究。主要解决创新平台中的资源整合和创新主体交互两大问题。论文首先详细阐述了Agent、语义、云计算等相关技术与泛资源模式的关系。然后在分析产学研各方语义异构性的基础上,基于XML和知识本体研究创新资源整合方法。其次,论文从基于Agent的产学研匹配,基于Agent的产学研实时交互,到基于Agent的产学研协商,围绕着产学研协同过程展开研究。设计了基于Agent的产学研匹配算法和基于Nash模型的产学研协商算法。以企业Agent代表资源需方,高校或科研机构Agent代表资源供方,研究如何通过中介Agent和通讯模块进行联系。并基于Java语言,对基于Agent的产学研匹配的核心模块进行了仿真,通过仿真验证了匹配算法的可行性。最后给出基于泛资源创新模式的区域协同创新平台的组织架构。
     4.第6章详细阐述了网络环境下的区域创新信用机制。列举区域创新活动中出现的各种信用缺失行为,运用博弈分析、信息经济学分析、成本收益分析等方法揭示区域创新活动出现信用缺失的原因。然后,着重研究健全科研信用制度、完善科技信用管理和优化科技信用环境等措施,并重点研究基于网络平台的信用信息共享机制,创造有利于区域创新的良好环境。
     5.第7章基于多元化区域创新政策理论,从科技进步政策、知识产权保护政策、科技成果转化政策几个方面详细论述了网络环境下的区域政策体系建设。并且结合以色列的多层次研发机构和科技计划导向机制介绍国外的先进经验。
     6.最后,论文基于前述的研究成果,将网络环境下的区域协同创新模式与平台构建方法运用于台州区域创新平台的建设,有针对性地解决其存在的问题,通过“点面结合”的方式构建基于云计算的台州区域创新平台和基于知识复用的行业创新平台,并提出完善政策体系的建议。
     论文的贡献在于充实了网络环境下的协同创新理论,创造性地将知识复用和案例推理的思想用于区域协同创新中,提升知识利用率;将计算机技术有效融入管理学研究中,解决虚拟环境下创新资源的整合和创新主体的匹配与协同;提出的多元化区域创新政策理论,为构建网络环境下的区域创新政策体系和提高政策的协同性提供了理论依据。
In the regional innovation system, the affect from cooperation and interoperability between the main innovation to the output and efficiency of regional innovation becomes increasingly obvious, so how to build a bridge of cooperation between the main innovation get attention and concern of all parties. In the network environment, by the use of advanced computer and information technology, through the cooperation of public service platform, resource sharing platform or innovation or research docking platform can make research synergy better in a virtual environment. Therefore, the dissertation does in-depth study on the area of the platform's model and mechanism and policy system under collaborative innovation in the network environment. So it can provide effective implementation of programs and measures for regional innovation in network environment, and will be useful to improve the innovation ability of the research collaboration, and promote the development of regional innovation activities. The dissertation includes the following contents:
     1. A literature review and basic theory research. It elaborates on the theoretical basis for the later by the research status of regional innovation theory, cooperative mode, regional innovation platform, regional innovation policy. In the basic theory, first analyze the characteristics of regional innovation network environment, including that regional innovation systems in the network environment use the strength of the stream of knowledge (information flow) and its characteristics as its boundary, and the network environment brings new and innovative regional innovation system resources, that is, the new media of the internet generated for the analysis of consumer behavior is of great significance, as well as the important role of e-commerce on the gathering of industry resources, enhance regional competitiveness. Followed by research of the regional collaborative innovation utility factors including the relationship between innovation main factors, study three levels of collaborative of innovative environmental factors and collaborative innovation technology supporting factors which affect network environment, and draw the key role of collaborative innovation platform and the government policy on the region collaborative innovation by case study, then put forward the regional collaborative innovation model under network environment. Put forward the theory of multivariate regional innovation policy, study its collaborative mechanism about how to achieve the purpose of vector force by coordinating overarching policy, system policy, diversity policies and alternative policy.
     2. From the view of resouce collaborative and main parties'collaborative, put forward the regional collaborative innovation mode of extensive resources, including resource providing mode, knowledge reuse mode and matching mode. The dissertation draws on the cloud computing business mode, make innovation resources in independent package, and provide to main innovation with a demand derived way by the network platform. Meanwhile, in order to make better use of the innovation main parties' knowledge, research how to modular the knowledge of the parties and store them in knowledge base, and use knowledge matching to support innovation. Due to the virtual organization relationships, innovative main parties is difficult to close understanding of each other, so how to match innovative resources between research quickly and accurately is also an urgent need to solve the problem, the dissertation sets matching condition indicators and weights to build optimization model for the satisfaction of both sides.
     3. Collaborative innovation mode based regional collaborative innovation platform, mainly to solve two problems of resource integration and innovative subject interaction. First, study the techniques of agent, semantic and cloud in detail. Then research the resource integration method based on XML and knowledge ontology with analyzing the semantic isomerism of Industry-Academy-Research. Then study from the agent-based matching, agent-based real-time interaction and agent-based consultation around the collaborative process. Design the matching algorithm based on agent and consultation algorithm based on Nash model. With corporate agent on behalf of the resource demand side and universities or research institutions agent on behalf of the resources, study how to contact them with the intermediary agent and communications module. Based on the Java language, simulate the core module of the agent-based match research, and verify the feasibility of the matching algorithm. At last give the architecture of regional collaborative innovation platform based on collaborative innovation model.
     4. Chapter6elaborates a regional innovation credit mechanism in the network environment. Cited various credit lack behavior during regional innovation activities, use game analysis, information economics analysis and cost-benefit analysis to reveal why regional innovation activities lack credit. Then, focus on research through sounding research credit system; improving the technology credit management and optimization technology credit environment measures, with an emphasis on credit information sharing mechanism based on network platform, to create a favorable environment conducive to regional innovation.
     5. Based on multivariate policy theory, chapter7studies the system of regional policy in the network environment from the scientific and technological progress, the protection of intellectual property, scientific and technological achievements transformation in detail. Combined with Israel's multi-level R&D institutions and technology plan-oriented mechanism, introduce advanced foreign experience.
     6. Finally, based on the research results, use the mode and platform building method on the construction of regional innovation platform in Taizhou, aiming to solve the existing problems, then construct Taizhou regional innovation platform based on cloud computing and industrial innovation platform based on knowledge reuse; and put forward the policy recommendations.
     The study's contribution is that it enriches the collaborative innovation theory; uses knowledge reuse and case-based reasoning ideas for the regional collaborative innovation creatively and enhance knowledge utilization; solves the resources integration, matching and collaboration of the main innovation under virtual environment with integrating computer technology in management research effectively; the theory of multivariate regional innovation policy, provides guidance for the construction of regional innovation policy system under network environment and improving the coordination of policy.
