中国企业债券市场发展的政策研究

摘要
发展中国家经济体制改革过程中不可避免地存在路径依赖效应和不可逆转的特征，金融发展处于抑制状态。二十多年我国金融制度改革的政策实践形成了今天的资本市场格局，客观上为继续发展企业债券市场的提供了现实基础。本文以企业融资理论和金融发展理论为理论依据，分析了我国企业债券市场发展的现状和制约因素，指出中国企业债券市场发展的问题是一个政策的问题，额度管理模式是制约企业债券市场发展的根源。提出在现有的条件下发展企业债券市场，必须以市场化作为政策供给的价值取向，对额度管理模式进行变革，在企业债券发行和流通两个市场上供给相应的政策措施。
The effect of path reliance and irreversible characteristic unavoidably exist in developing country's economic system reform course in which the financial development is in the state of suppressing .The policy practice of the monetary system reform of our country Objectively formed today's pattern of capital market in more than 20 years, offering the realistic foundation for continuing developing the enterprise bond market of our country. This thesis develops the theoretical foundation with enterprise's financing theory and finance development theory, analyses the current situation of development of enterprise bond market of our country and restriction factors, and points that the question of the development of enterprise bond market of Chinese is a question of a policy, that the management mode of amount is the origin of restricting of the development of enterprise bond market, and put forward that the development of enterprise bond market under the existing condition, must regard marketization as the value
orientation of the policy supply. We must change the management mode of amount and supply with the corresponding policies and measures in the two markets of the enterprise bond: the issued and circulated markets.
