天主教与菲律宾民主化转型研究

摘要
20世纪70年代以来,世界上有30多个威权国家出现了人类历史上的“第三波”民主化浪潮。其中一个突出特点是,众多政治转型国家是天主教国家,天主教在民主化浪潮中发挥了异乎寻常的作用,致使“第三波”民主化浪潮呈现出“天主教浪潮”的特征,而菲律宾就是其中的一个典型案例。1986年,菲律宾掀起“人民力量革命”,其中天主教会通过大众动员成功推动了马科斯独裁统治的垮台,并且在接下来的民主化巩固阶段中亦发挥了重要作用。
宗教与民主政治的关系是分析天主教与菲律宾民主化转型的前提和基础。政治学意义上的宗教划分为文化层次和制度层次,进而可以总结出宗教与民主政治的互动逻辑。从整个“天主教浪潮”中看,天主教会若要在一国政治转型中成功发挥正面作用,就必须具备强烈的政治意愿和充分的政治条件。由于天主教世界的教义变革、核心利益受到政权侵害、国内激进主义浪潮威胁教会体制,菲律宾天主教会逐渐具备了推动民主化的强烈政治意愿；菲律宾天主教会在历史上与政府存在二元对立的传统、严密的组织体系、雄厚的经济和社会资源、红衣主教辛的个人魅力为其推动民主化提供了强大的政治能力：菲律宾国内政治精英与大众的脱节、众多得力的政治盟友、统治集团的内部分裂、国外势力的干涉与支持为天主教会的政治介入塑造了有力的政治机遇。通过联合各路政治反对派与大众动员,天主教会诉诸和平抗议的方式自下而上地推翻了马科斯独裁政府,并帮助阿基诺夫人政权建立了民主政治体制,促进了民主化巩固期间的政治稳定与社会和解。然而,对于进一步推动菲律宾民主化巩固走入高级阶段的目标,教会的负面作用便开始显现,因其一再借助“人民力量革命”的形式介入政治,对于脆弱的宪政体制来说是一种折损。
Since1970s,there have appeared the Third wave democratization during the human history in more than30authoritarian countries.One of the outstanding features is that most of the countries in political transformation were Catholic countries as the Catholic power played an unusual role in the democratic wave,making the Third wave presented the characteristic of "Catholic wave".The case in the Philippines is a paradigm of that.In the People Power Revolution of Philippines in1986,the Catholic Church made contribution to the collapse of the Marcos dictatorship and made an important role during the democratic consolidation.
The relationship between the Religion and the democratic politics is the precondition and foundation of analyzing the relation between Catholicity and democratic transformation.Religion can be divided into cultural level and institutional level in the political science for knowing the logic of interaction between Religion and Democracy.It is indispensable for the Catholic Church of a country to have strong political will and sufficient capability to have positive effects in the political transformation.Owing to the change of the doctrine,the damage of the core interest and the threaten to the church system from the domestic radicalism,the Catholic Church possessed the strong political will gradually.The binary opposition tradition for the church against the government in history,strict organization system,great economical and social resources and the personal charisma of Cardinal Sin provided the church a powerful political ability.The separation between the political elites and the mass,plenty of helpful political allies,the split within the ruling group, the intervention and support from the International society shaped powerful political opportunities.Joining the political opponents and mobilizing the people,the Catholic Church turned over the Marcos regime through peaceful protestation and helped Aquino government set up a democratic political system,promoting stability during democratization consolidation and social reconciliation. However,the negative effects of the church began to appear as to the advanced stage of democratic consolidation,because the church intervened in the politics by the way of "People Power Revolution" repeatedly which damaged the weak constitutional system.
宗教与民主政治的关系是分析天主教与菲律宾民主化转型的前提和基础。政治学意义上的宗教划分为文化层次和制度层次,进而可以总结出宗教与民主政治的互动逻辑。从整个“天主教浪潮”中看,天主教会若要在一国政治转型中成功发挥正面作用,就必须具备强烈的政治意愿和充分的政治条件。由于天主教世界的教义变革、核心利益受到政权侵害、国内激进主义浪潮威胁教会体制,菲律宾天主教会逐渐具备了推动民主化的强烈政治意愿；菲律宾天主教会在历史上与政府存在二元对立的传统、严密的组织体系、雄厚的经济和社会资源、红衣主教辛的个人魅力为其推动民主化提供了强大的政治能力：菲律宾国内政治精英与大众的脱节、众多得力的政治盟友、统治集团的内部分裂、国外势力的干涉与支持为天主教会的政治介入塑造了有力的政治机遇。通过联合各路政治反对派与大众动员,天主教会诉诸和平抗议的方式自下而上地推翻了马科斯独裁政府,并帮助阿基诺夫人政权建立了民主政治体制,促进了民主化巩固期间的政治稳定与社会和解。然而,对于进一步推动菲律宾民主化巩固走入高级阶段的目标,教会的负面作用便开始显现,因其一再借助“人民力量革命”的形式介入政治,对于脆弱的宪政体制来说是一种折损。
