基于图像监控系统的城市公共安全管理研究

摘要
面对日益复杂的公共安全环境,我国城市公共安全工作现在存在职能分散、职能缺位、各自为政、现行的法律相对滞后等问题,如何能够提高城市公共安全工作的效果和效率是业界讨论的焦点之一,图像监控系统技术与城市公共安全管理之间的组合具有效应,则是现代城市公共安全管理理论的核心命题之一。这一命题无论在管理理论上还是在公共安全管理实践中,都具有很高的研究价值。
本文依据国内外关于公共安全管理方面的理论,并结合浦东新区城市图像监控系统建设的状况研究,用互补性关系描述了基于图像监控系统技术与公共安全管理中各要素之间的关系。本文明晰了城市公共安全管理的产生背景、发展趋势和研究趋势,阐明公共安全管理的基本理论以及在实际中的应用。仅通过技术手段来保障复杂、多变的城市公共安全是不现实的,仅通过管理手段来保障城市公共安全则缺乏工作效率、并对城市公共安全现状以及工作情况缺乏较准确的掌握,因此,本文的重点和创新点在于将城市图像监控系统技术与安全管理有机结合在一起,以技术支撑管理,以管理完善技术。
通过研究,本文提出了构建基于城市图像监控系统的“双要素、三层次”的城市公共安全管理体系。以建立在技术手段基础上的公共安全管理,使得复杂问题得到及时的处理、形成持续改进能力,以期达到最终改善城市公共安全的效果。
Faced with increasingly complex public security environment, there are functions of the work of scattered functions of absence, lack of co-ordination, lagging behind the existing legal and other issues in public security of our city. How to improve the effectiveness of urban public security and efficiency are the focus of discussion of the industry. First, combining the Video Surveillance System technology and security administration of the city is one of the core propositions in modern urban public administration theories. This proposition in terms of administration theory and practice in public security administration is of high research value.
In this paper, on the theory of public security administration both at home and abroad based, combines with the construction of the Video Surveillance System study in the city, Pudong, New Area, and describes the relationship between the elements in the complementary nature of the relationship between the Video Surveillance System technology and security administration. In this paper, the clarity of the urban public security administration background, trends and research trends. The paper sets out the basic theory of public administration, as well as the application in practice. Only through technical means to protect the complex, ever-changing urban public security is not realistic. Only through the administration tool to protect the city lacks the efficiency of public security, public security and city status are as well as the lack of more accurate work of the master. Therefore, in this paper, the focus and innovations are on the city Video Surveillance System technology and security administration of organic combination of technical. The paper’s aim is to support administration to improve the administration of technology.
Through the research, we should build a "two-factor, three-level" urban public security administration based on the Video Surveillance System. To establish the technical means on the basis of public security administration, making the complex issues of timely treatment, the capacity of the formation of continuous improvement to achieve the ultimate effect of improving the urban public security.
