《税控系统企业端的设计与实现》

摘要
税务数据的真实、有效性问题一直是制约信息化发展进程的难点之一。如何运用信息网络技术加安全产品实现税控装置,是时代发展对我们提出的一个崭新课题。
    本课题基于上海计算技术研究所下属的神计信息系统工程有限公司项目——税控收款机系统开发,该项目由市税务局发起,将作为上海市税务系统税控收款机管理系统实施的技术依据。部分工作直接应用于房产、建筑装潢试点行业。
    整个系统分为局端和企业端,本文仅涉及企业端的实现。论文首先介绍了企业端实现的硬件基础,详细叙述了税控黑匣子和税控IC卡两项技术。然后在文中以较大的篇幅,介绍了企业端的软件实现。从软件分层设计思想入手,介绍了文件管理层设计思想和实现,详述了业务原子操作的实现和用户操作界面;详细介绍了各层实现之间接口和通讯,并对一些关键操作给出了流程和框架设计;详述了各层如何实现数据安全。
    整套解决方案最关键的技术是安全技术,包括数据隐藏、数据安全、程序和设备安全、流程安全和防攻击处理等技术。从技术角度上,通过税控IC卡和税控黑匣子配合使用,有助于实现数据安全,以达到"税控"的目的。
    本系统于2002年10月通过上海市科委和CA认证中心的鉴定,于2003年1月通过了上海市税务局专家组验收,同时上海市税务局将房产开票子系统作为上海市的规范。
Among the difficulties that restrict the process of information development, the problem of the faithfulness and effectiveness in the tax data is the one that confuses us all the time. How to realize a tax-controlled device by means of applying the technology of information network and safety products is a brand new subject raised by our times.
    The concept of the thesis is constructed on the development of tax-controlled cash collector system, one of the projects of ShengJi Information & System Project Ltd. affiliated to Shanghai Institute of Computing Technology. The project was initiated by the Municipal Tax Bureau and is expected to be the technologic basis on which the managerial system of tax-controlled cash collector under the catalogue of Shanghai Municipal Tax is implemented. Part of the project is directly applied in the fields of real estates, construction and upholstery.
    The whole system consists of the tax server terminal and the end user. The thesis gives a detailed account of the realization of the end user. At the beginning of the thesis, I make an introduction of the hardware basis realized by the connection to the end user, with a relatively detailed account of tax-controlled black box and tax-controlled IC card. The main part of the thesis is concerned with the realization of the software connected to the end user. Starting from the designing of software stratification, I firstly introduce the idea of designing the strata of file management and how to realize this idea. Then I elaborate in detail the realization of transactional atom operation and the user operation layer, the interface and communication between the realization of different strata (flowing diagrams and framing designs have been given to some crucial operations) and the means of realizing the data safety between these different strata.
    The key technology of the whole system is the safety technology, including data concealing, data safety, program and equipment safety, technological process safety and anti-attack treatment, to name just a few. Technologically, the coordination of tax-controlled IC card and tax-controlled black box contributes a lot to the realization of data safety, so as to achieve the goal of tax control.
    The system was authenticated as feasible by Shanghai Municipal Science Commission and CA Center in October 2002. In January 2003 it was checked and accepted by the group of experts in Shanghai Tax Bureau. At the same time the system of real estates invoices is exemplified by Shanghai Tax Bureau as the criterion of the city of Shanghai.
