城建档案利用中存在的问题及对策研究
摘要
城建档案是档案体系的重要组成部分,它属于科技档案范畴,它的形成是人类智力的结晶。它具有非常重要的科技价值,城建档案的有效利用不仅能够创造经济效益,而且还能节省一定的人力物力,是国家重要的信息资源。城建档案是伴随着国家城市建设产生形成的,关系着国家的公共安全,是随着城市建设的发展,随着国家对城建档案工作的重视和加强而开展起来的,现已成为具有一定规模的、中国特色档案事业的一个重要组成部分。
城建档案工作在宏观上整体反映了城市建设发展的水平,从全局上统筹了城市发展工作；在微观上调整各个细节方面存在的问题。城建档案有别于建设发展过程中的相关环节。城建档案工作涉及城市建设发展的方方面面,贯穿于城市规划、建设管理的每一个细节,因此,城建档案也涵盖了城市建设的每一个环节和领域。
本文主要通过对城建档案利用中存在的问题进行深入的研究,找出相应的解决方法以便城建档案能够更好地服务于实际的建设中。城建档案是在城市规划、建设、管理过程中形成的各种信息资料,是城市建设活动的真实记录。过去相当长一段时间,城建档案在城市规划、设计、施工以及维护等方面起到了举足轻重的作用,很大程度上促进了城市建设的发展。然而随着城市现代化进程的不断加快,公民法律意识的不断增强,城建档案内在价值日益引起人们的高度重视,城建档案信息的需求主体不断增多,已经扩展到了社会的各个领域。
由于本文是探讨城建档案的利用服务中存在的问题,主要是提出问题和解决问题,从城建档案的利用着手,提供利用者以及城建档案本身发现问题、分析问题,提出解决对策从而解决问题,以期更好地发展城建档案,提供利用。第三部分指出城建档案利用中存在着以下主要问题：城建档案可供利用档案不全,馆藏质量参差不齐;城建档案利用意识不强：城建档案制度不健全；城建档案工作者综合素质参差不齐,服务手段落后;城建档案编研工作亟待提高；城建档案馆数字化建设相对滞后;信息公开与档案保密之间存在矛盾；城建档案信息化建设相对落后。
相对应的解决方案：加强城建档案“专业化”业务指导,强化归档意识;加强宣传,增强全民档案意识；加强城建档案法制建设,完善监督机制；增强人员综合素质,提供多形式、多途径的便民服务方式；深入挖掘现有馆藏,城建档案编研工作社会化；提升城建档案馆的社会服务功能；正确面对信息公开与档案密级关系,确保城建档案合理利用；加强城建档案信息化建设,多渠道提供利用。

As this paper is to explore the problems in the use of services of the urban construction archives, mainly to ask questions and solve problems,use and urban construction archives from the use of urban construction archives, which identify problems, analyze problems, propose solutions to the measures to solve the problem, in order to better development of urban construction archives providing access to.The third part pointed out that the utilization of urban construction archives there are the following main issues:Urban construction archives collection imperfect, uneven quality of collections;The use of urban construction archives files awareness is not strong; urban construction archives system is not perfect;Urban construction archivists uneven quality of service means backward;Urban Construction Archives Compilation work needs to be improved;Urban Construction Archives construction is lagging behind;Information disclosure and contradictions between file dense;Urban construction archives information construction is relatively backward.
