国际研究型合作组织(RJVs)合作创新研究

摘要
在新世纪、新经济、新发展的时代,发达国家无一例外地增加高新技术、教育、研发等投资,培养创新能力,提高竞争实力。各国的企业通过合作实现科技与经济的结合,区域通过产业根植性发展形成聚集效应,各国通过贸易投资组合牵引合理利用外资。实践说明,企业合作、产业提升、区域创新、国家发展的联动效应促进了技术溢出、研发成果转化及自主创新。
     在此背景下,在发达国家蓬勃发展起来一种全新的企业组织形式——国际研究型合作组织(Research Joint Ventures,以下简称RJVs),它是由两个或两个以上的企业(组织)为了从事研究开发而共同形成新的企业(组织),以共同发展、共担风险、共享利润为目的,在研发阶段合作创新,在产出阶段竞争比拼。有些学者也将RJVs翻译为国际研究型合资企业。
     那么,如何将RJVs这种新型的创新路径和利用外资方式灵活高效地应用到我国的转变经济增长方式的改革实践中是研究的缘起。文章选题是国家社科基金项目《新形势下我国利用外资问题研究》(编号:10BJY077)的子课题。
     研究主要分为五大部分:
     第一,通过对国内夕(?)RJVs相关文献的研究和梳理,找出本文的研究方向。主要包括RJvs的定义、内涵、成员、分类、动因、风险、规模及稳定性、绩效及关联影响、模型、研究方法、产业根植性等内容的理论及实证研究。
     第二,通过对比发达国家RJVs合作创新的发展模式及特点,从理论的层面基于技术和合作网络两个视角来探讨RJVs这种合作创新制度安排的合理性和先进性。在此基础上,分析RJVs合作创新网络的相应制度安排,并以天津滨海新区为例,从区域产业根植性的视角对RJVs合作创新制度设计的实践进行分析,并构建三阶段博弈模型,分析RJVs合作创新的作用机制,为RJVs合作创新制度的深入研究及自主创新的经济战略提供理论与现实的研究基础。
     第三,通过梳理RJVs研发转化的相关理论,从政策体系诱发的角度进行了研发转化路径的国际比较,并为我国发展RJVs提供了经验借鉴和启示。建立理论分析模型来研究RJVs研发转化中合作与分工的模式及收益问题。从合作创新网络、技术创新及知识转移与管理等视角研究RJVs研发转化绩效,并进行指标设计。探索RJVs产业内根植发展的制度基础、产业内分工与合作联动的结构性特征及稳定性,以及这种合作创新的制度安排对于内部和外部溢出的影响及与合作绩效之间的路径关系。
     第四,对基于FDI的RJVs运行绩效及影响因素进行分析,并提出RJVs运行绩效的一般评价模型,着重从信任、目标一致性、冲突管理等多个方面分析RJVs的决定因素,并考察RJVs生存稳定、财务绩效、整体满意度、研发目标实现和组织学习的结果绩效指标。从RJVs利用外资的正向和反向溢出效应进行分析,探讨外资企业在本国建立RJVs和本国企业在海外建立RJVs的路径选择和技术溢出效应,为丰富外资利用方式及提升RJVs合作创新路径提供实践指导。
     第五,分析RJVs在我国的发展现状,对RJVs作为合作创新及投资方式在我国发展中遇到的制约因素展开讨论,指出其今后发展的主导方向,进而提出RJVs制度建设、研发转化、贸易投资功能组合及构建我国自主创新系统的对策建议。
     通过上述从区域级差、产业类差、企业势差视角的分析认为,RJVs合作创新成为实现技术创新和科技成果转化的重要途径,成为贸易投资功能组合的重要模式,成为科技经济一体化的现实应用,成为进一步通过先进技术标准的国际资本化提升传统产业水平并掌握对外经济活动主动权的关键因素,成为我国实现自主创新的重要制度安排。该研究为我国科技成果转化、贸易投资功能一体化、合理高效利用外资、产业提升、生产要素市场能级提升、制度质量提升及区域/国家自主创新体系建设提供了理论与现实的研究基础。
Under the development of new era and new economy, every developed country increase inputs into high-tech, education and R&D areas in order to foster their capability of innovation and enhance their competitive power. Nowadays ever business is trying to combine economy and technology through cooperation, every region is trying to form building-up effect through industry embedding, and every country is trying to introduce foreign investment rationally through the combination of trade and investment. The effect of linkage among business-cooperation, industry-upgrade, region-innovation and country-development could achieve spill over of technology, transformation of production of technology and independent innovation.
     Today a brand new form of business—RJVs is developing vigorously in many developed countries. RJVs is made up of two or more than two businesses through cooperation in R&D, which developing, taking on risks and sharing profits together and cooperating innovation in R&D while competing with each other in the market.
     So how could RJVs play an important role in transforming pattern of growth in Chinese reform as a new route of innovation and a form of utilization of foreign capital, which is the genesis of the research. And the title is subproject of The National Social Science Fund Project.
     Firstly, through studying the relevant literatures of RJVs home and abroad, the research could find the gaps as the aspects. Relevant literatures of RJVs are about theory and empirical study of definition, connotation, members, category, incentive and reasons, ventures, scale and stability, performance and relevant influences, models, methods, industry embeddings of RJVs and so on.
     Secondly, through comparing RJVs models and traits in developed countries, the research tries to discuss rationality and progress of RJVs from the two points of views of technology and cooperation network. On the basis of front analysis, the research analyzes system design of RJVs, and then takes Tianjin Binhai New Area as the example to analyze its system design from the standpoint of industry embedding in the region and build a3-stage game model to analyze the mechanism of action of RJVs, which will provide further study of RJVs system design and independent innovation strategy with basis of theory and reality.
     Thirdly, through studying relevant theories of transformations of R&D of RJVs, the research compares international routes of RJVs transformations of R&D from the standpoint of induction of policy system, which offers advanced experiences and inspiration to RJVs development in China. The research also builds a theory model to analyze the models and profits of cooperation and division in RJVs transformations of R&D. The research tries to design targets and model to discuss the performance of RJVs transformations of R&D from the point of view of cooperation network, technology innovation and diversion and management of knowledge. The research tries to discuss system base of RJVs, traits of structure and its stability of division and cooperation within industry, and the impacts on internal and external spill-over and the relationship between system design and performance of cooperation.
     Fourthly, the research tries to analyze the pattern of utilization of foreign capital of RJVs and factors which can affect performance of RJVs, and then build a general model for evaluating performance of operation which would indicate determinants of performance of operation of RJVs from the standpoint of trust, consistency of aims, conflict managing and so on and discuss the targets of performance, such as survival and stability of RJVs, performance of finance, entire satisfaction, achievement of aims of R&D, organization learning. The research also tries to analyze spill-over for forward direction and opposite direction of RJVs. And then discuss two forms of spill-over and absorbing of technology. One form is foreign businesses set up RJVs in the home country; another form is home businesses set up RJVs in the foreign countries. These analyses could enrich patterns of utilization of foreign capital of RJVs and provide the development of RJVs in China with practical guidance.
     Fivthly, after analyzing current situation and significance of RJVs development in China, the research focuses on the restraints of RJVs as a pattern of cooperating innovation and utilization of foreign capital, its developing direction. Last the research tries to put forward some suggestions and advices for RJVs development in China so as to foster transformation of R&D, exert the function of combination of trade and investment and set up the platform for independent innovation.
     Based on the aforementioned analysis from the point view of region, industry and business, RJVs is a key route for technology innovation and transformation of R&D, an important pattern for combination of trade and investment, a practice for integration of economy and technology, a key factor for advancing Chinese industry level through national capitalization of technology standards and holding initiatives for economic activities, and a vital system design for achieving independent innovation in China. The research provides theoretical and practical base of analyzing to achieve transformation of R&D, integration of trade and investment, utilization of foreign capital, improve industry, energy level of production factors and system quality and construct independent innovation for regions and country.
