胜任力视域下的公务员行政人格研究

摘要
行政人格作为行政伦理学的重要组成部分,已经越来越为学者们所关注,并已成方兴未艾之势。它是从行政伦理学的主体性视角出发,重点在于研究行政人,也就是公务员的道德自主性。行政人格是指党政机关和国家公务人员作为国家公职活动的主体,在其行政职业过程中形成的优良的情感意志、合理的智能结构、稳定的道德意识和个体内在的行为倾向性。其本质特征在于它的公共性、义务性、责任性和自主性。
     我国目前正处于大变革时期,从农业社会向工业社会的转变,从计划经济体制向市场经济体制转变,从乡村社会向城镇社会转变,以及伴随其中的一系列变化,无不显示着我国正处于一个非常复杂多变的转型期。而公务员恰好就处于这个变化时局的最前沿,由于行政环境的剧烈变化,制度体制的不完善,监督机制的不健全以及教育培训的滞后使得公务员的行政人格出现了异化现象,表现为个人利益与公共利益相冲突的“腐败人格”;效忠上级与效忠公众相冲突的“依附人格”;公民角色和公职角色相冲突的“双重人格”;行政权力与行政责任相剥离的“官僚人格”,直接影响着党和政府的形象。所以,对公务员理想行政人格的塑造是解决这一系列问题的关键环节之一,也是当今政府改革的价值诉求。本文以此复杂转型期为背景,将理论和实践结合起来,对公务员行政人格的内涵、现状、成因、价值及塑造途径等做出了较系统的研究。文章具体分为七个部分:
     首先是绪论部分,主要概括本文选题的意义以及目前国内外研究的状况,并且阐述了本文研究的具体思路和方法。
     第二部分对行政人格和胜任力的相关概念进行了界定,具体对行政人格的涵义、特点以及胜任力的内涵、管理模型和应用价值做了初步的说明。
     第三部分回顾了行政人格和胜任力的一些相关理论,包括人格特质理论、人岗匹配原理和胜任力理论,为文章的论述奠定理论基础。
     第四部分是对我国行政人格的一个历史审视,学古才能鉴今,通过对传统文化对我国行政人格形成的正反两个方面的影响的分析,找出我国今天行政人格塑造过程中应该继承或扬弃的内容。
     第五部分是对我国行政人格的一个现状分析,通过对转型期我国行政人格的一些冲突表现及其成因的分析,来对症下药,找到合理的塑造我国公务员理想行政人格的途径。
     为了提出理想行政人格的目标定位,强调理想行政人格塑造的必要性,文章第六部分重点阐述了现代化进程中行政人格塑造的价值,从理论价值到实践价值,从内在价值到外在价值,说明了在现代化进程中塑造理想行政人格的重要性。
     文章的最后一部分对塑造理想行政人格的途径做了详细的介绍。首先定位了理想行政人格的目标,而后根据目标通过引入胜任力管理模型来塑造我国公务员理想的行政人格。
Chief executive personality as an important part of ethics has become increasingly of concern to scholars and has become a rising trend. It is from the main body of administrative ethics perspective, the executive who focuses on research, that is, the moral autonomy of the civil service. Personality refers to the party and government administrative bodies and state officials as the main body of the country's public activities, in their administrative career developed in the course of the will of good emotional and rational intelligence structure, stability, and individual moral awareness of the inherent tendency of the act. Its essential characteristic is its public nature, obligations, responsibility and autonomy.
     China is in a period of great change, from agricultural society to industrial society, from the planned economy to market economy shift from rural to urban social change in society, as well as one accompanied by a series of changes, all of our shows are in a The transition is very complex and changeable. And civil servants just the change in the current situation on the forefront, as a result of the dramatic changes in administrative environment, the structural imperfection of the system, monitoring mechanisms and inadequate education and training of civil servants made the delayed emergence of the Chief character alienation, manifested as personal interests conflict with the public interest of the "corruption of personality"; allegiance to a higher level of public conflict with the allegiance of the "dependent personality"; the role of citizens and public role in the conflict a "dual personality"; executive powers and administrative responsibilities of the spin-off "bureaucratic personality", a direct impact on the image of the party and government. Therefore, the personality of the civil service to shape the ideal executive to address the issue of this series, one of the key links, but also the value of the current demands of government reform. In this paper, the complex transition to the background of the theory and practice to combine the personality of the civil service administrative connotation, the status quo, the causes of the value and shape the ways to make a more systematic study. Specific articles are divided into seven parts:
     Introduction first of all, part of the main topics of this article summarized the significance of the study and the current situation at home and abroad, and on this paper, the specific ideas and methods.
     The second part of the executive personality and competence related to the concept of defining the specific meaning of the executive personality, characteristics and competence of the content, and application of value management model has done a preliminary note.
    
     The third part of the administrative review of personality and competence of a number of related theories, including personality theory, human Kong match the theoretical principles and competence for the article on the theoretical foundation laid.
     The fourth part of our personality, a history of administrative review, school kam to this ancient, traditional culture through the personality of our administrative aspects of the formation of both positive and negative impact of the analysis, to find out my personality today, the executive should be to shape the course of succession or discard the contents.
     Part V is one of China's administrative status of personality analysis, transition through a number of China's administrative personality conflict and its analysis of the causes of the performance to suit the remedy to a reasonable shape of the character of our Civil Service Chief ideal way.
     In order to present an ideal target of the Chief character, emphasizing the ideal personality to shape the need for the executive, the article focuses on the sixth part of the modernization process of the executive to shape the value of personality, from the theoretical value to the practical value, from the external value of the intrinsic value of that modernization process in shaping the ideals and the importance of administrative character.
     The article last part molded the ideal administrative personality the way to make the detailed introduction. First has located the ideal administrative personality goal, and then molds our country official's ideal administration personality according to the goal through the quotation competence strength management model.
