道路工程施工机械设备租赁决策基础研究
摘要
在传统的设备配置模式下，施工设备由于其单件价值较大，完全购买施工设备所需资金较大，同时可能造成设备的利用率不高，造成了大量的资产闲置，租赁成为施工企业设备经营及管理方式的首要选择。但租赁发展历史较短，其优势和作用还远未充分发挥，现阶段总体发展水平较低，其影响和制约因素很多，但分析我国现在租赁现状，主要在于租赁决策问题，即租赁施工设备评价、选型以及设备优化配置如何提高利用率充分发挥经济效益等问题。
本文第一章从分析国内外租赁现状着手，提出研究租赁方向，目前我国对租赁的研究不深，尤其在决策基理方面认识有限，本文主要论述有关租赁施工设备决策基础问题。
第二章首先讲述决策相关性质，决策有关技术，然后着重设备租赁决策基本原理，设备租赁决策内容主要包括配置设备购买与租赁分析、租赁筹资风险以及设备选择多问题决策等。
第三章讨论租赁设备评估原则、方法以及影响因素等。资产评估是一项动态性、市场化的社会经济活动，评估设备必须考虑设备效能、物理寿命、经济寿命和技术寿命等因素，这些方面也是设备评估基本内容。其中本章有关重置成本、经济寿命计算是讨论重点。
第四章研究施工设备的选型，设备选配是否合理，对施工，设备租赁经营成效的重要影响因素，本章从两个方面着手讨论：静态选择和动态组合。
第五章探讨租赁机械设备的优化问题，优化问题既是决策基本内容，也是决策原理的应用，更是决策的根本目的，决策过程就是一种不断优化过程。本章主要包括租赁成本及租期优化以及最小费用下设备预防维修周期优化等几个方面内容。本章最后探讨租赁决策中最为关注的问题，即租赁价格决策。
本文比较完整探讨租赁决策基础理论，为加快我国道路施工设备租赁理论研究作了一些有益的探索，文中决策作法与操作内容对施工企业有一定的参考借鉴作用。
Under the traditional mode of equipment configuration, construction enterprise needs big funds for purchasing equipment because of its property's highly value, while completely purchasing results in equipments' lowly utilization and a large quantity of property idleness. So releasing is the first choice of equipment configuration and management of construction corporations. But because of its short history, leasing does not develop highly; people don't take its advantage and function filly. Many factors impact and restrict its development but when we analysis actuality of our country we find out that primary problem consists in leasing decisions e.g. evaluation, choice and Optimization of leasing equipments of construction which improve the utilization of property and increase the income of economic.
Chapter 1 starts from the domestic and international actuality analysis of leasing and brings out the direction of leasing study. Presently our country research lease not deeply, particularly cognition limited in the aspect of the ultimate decision theory, this thesis primarily discusses relevant decision principles of the construction equipment leasing.
Chapter 2 firstly discusses relating characters and relevantly technique concerning the decision, and then puts great emphasis on the basic principle of equipment leasing. The decision contents of equipment leasing primarily include the purchasing and leasing analysis of the equipment configuration, the risk of raising funds for leasing, the multi-problem decision of the equipment choosing and so on.
In chapter 3 the article discusses the valuation principle, method and influence factor etc. about the equipment leasing. The property valuation is a dynamic, marketable and social economic activity. The equipment valuation must take these factors such as the equipment efficiency, the object life, the economic life, the technology life and so on into account; these factors are also the contents of the equipment valuation. Those about the reconfiguration cost, the calculation of the
economic life are emphases in this chapter.
Chapter 4 researches the type choosing of the construction equipment, if reasonable or not, the equipment choosing can affect the business of the construction and the equipment. This chapter begins the discussion with two aspects: the static choosing and the dynamic configuration.
Chapter 5 studies the optimization problem of the equipment leasing, the optimization is the essence content of the decision, it is also the application of the decision principle, and it is still the ultimate decision objective; the decision process is the continuously optimizing process. This chapter primarily includes several aspects of optimization: the cost relating to the leasing period, the prevention maintenance cycle under minimum expenses and so on. Finally this chapter discusses the problem which most people pay attention to in the decision of the equipment leasing, i.e. the price decision.
This thesis comparatively studies the foundation theories about the leasing decision, it will quicken the research on the equipment leasing of highway engineering, it is beneficial to the enterprise of the leasing development; the practice and content of the decision in the paper is reference to constructing corporation.
本文第一章从分析国内外租赁现状着手，提出研究租赁方向，目前我国对租赁的研究不深，尤其在决策基理方面认识有限，本文主要论述有关租赁施工设备决策基础问题。
