我国储运企业开展第三方物流服务的研究

摘要
随着经济体制改革的不断深入和我国经济的持续高速增长，我国企业对第三方物流服务的需求越来越大。我国的储运企业有着开展第三方物流服务的良好前景。由于目前我国的许多储运企业改革滞后，仍停留在传统的经营模式下，因此，不能适应市场经济发展的要求。在市场经济条件下出现了严重的生存问题，多年来业务量萎缩，亏损企业增加，找不到出路。但是，这些掌握着宝贵的仓储运输资源的企业，在建设现代物流体系中仍具有一定的潜在优势。如何发挥这些优势，实现从传统储运业到现代物流的产业升级，已成为我国储运企业亟待解决的一个课题。
作者首先认真分析研究了我国储运企业中存在的主要问题。在详细地了解了发达国家储运企业开展第三方物流服务的情况之后，揭示出现代物流的发展趋势。作者还对成都市物资储运部门，以及中国集装箱总公司成都公司进行了深入的调查。在此基础上，作者提出了我国储运企业必须大力开展第三方物流服务，从传统储运向现代物流转变的观点，并结合我国储运企业的实际情况，提出了开展第三方物流服务的对策和措施。
论文的第一部分首先介绍了我国储运企业的现状，分析了我国储运企业中存在的管理体制条块分割，信息化管理水平低，现代物流观念淡薄，基础设施能力不足，技术装备落后等问题。这些问题限制了我国储运企业开展第三方物流服务。
论文的第二部分通过分析发达国家储运企业开展第三方物流服务的情况，揭示出现代物流向专业化、集中化发展的趋势，第三方物流公司与客户结成战略伙伴关系的趋势，以及物流作业信息化的趋势。并且，通过发达国家的实践证明了，由于第三方物流具有的种种优势，极大地推动着第三方物流的发展，已使其成为21世纪国际物流业发展的主流。
论文的第三部分研究了我国储运企业开展第三方物流服务的紧迫性和现实性。我国的经济体制改革，对外开放政策，以及经济的持续发展都要求发展第三方物流。我国即将加入WTO，给我国的第三方物流业带来了巨大的机遇和挑战。我国的生产和商业企业也对第三方物流服务有着巨大的需求。因此，我国储运企业应该尽快开展第三方物流服务。
论文第四部分结合我国储运企业的实际情况，提出了我国储运企业开展第三方物流服务的对策和措施。首先，我国储运企业必须进一步深化体制改革，按照现代企业制度来改造传统储运企业。其次，我国储运企业要充分利用现有资源优势，转变观念，树立现代物流意识，在经营项目和经营规模上进行调整。并且，我国储运企业还应该努力实现物流管理的信息化，迅速提高从业人员的素质，大力引进资金对原有设施进行改造，以适应开展第三方物流服务的要求。
The demand of the third party logistic service is mounting while the profound reform in economical system leads to rapid progress in our country.
The storage and transportation enterprises in our country have a bright future, but now they do not adapt to the market economy well. Some storage and transportation enterprises get loss in years, some even can hardly survive. But in fact, those enterprises have a lot of valuable resources, which can be superiority in establishing modern logistic system. It turn to be an urgent subject to find out how to get use of these resources, to upgrade the traditional storage and transportation industry to modern logistic. The author seriously investigated the problems in the storage and transportation enterprises in our country. And then he particularly learned about the situation of third party logistic in developed countries, came up with the trends of modern logistic development. After that, the author pointed out that the storage and transportation enterprises should develop third party logistic service. In addition the author provided some practical steps.
In the first part of the thesis the situation of the storage and transportation enterprises in our country is introduced. A lot of problem exists in these enterprises, such as lack of consolidate management, lack of use of information technology in management, lack of modern logistic concept, short of fundamental facilities, etc.
In the second part of the thesis the third party logistic service indeveloped countries is closely investigated. And three trends of the third party logistic are revealed. They are the trend to integrity and specialization, the trend to be the strategically partner of the customer, the trend to use information technology in logistic.
In the third part of the thesis, the emergency and the feasibility of the development of the third party logistic are demonstrated.
In the final part of the thesis, the practical measures to change the traditional storage and transportation enterprise into modern logistic are provided.
