中部地区承接东部产业转移的问题研究

摘要
当前我国是一个区域经济发展不平衡的国家,在我国的东中西三大经济区域中,中部地区起着承东启西的作用。中部地区经济社会的全面发展关系着我国全面小康社会建设的实现,关系着我国社会主义和谐社会的实现,关系着全国人民的幸福和稳定团结。中部地区要想实现经济的健康快速发展首先要优化当地的产业结构,使产业结构走向合理化和高级化。
对于一个欠发达的国家或地区来说,如果能够成功合理地承接发达地区的产业转移,不仅能使当地的经济快速地走向繁荣发展之路,而且能使当地的产业结构得到优化升级,从而使经济的发展走向良性循环发展之路。东部地区与落后的中部地区相比属于发达地区,它经过三十年的快速发展已经走向了工业化后期阶段,如今为了实现自身产业结构进一步的优化,正面临着大规模的产业转移压力。中部地区要想实现自身经济社会的全面发展,必须要在认清自身所处的经济发展阶段、了解自身在承接东部产业转移中存在的内部优势和劣势以及外部危机和机遇、掌握东部产业转移的新特点和新趋势的前提下,采取有效的应对措施以便成功承接东部发达地区的产业转移。基于此,本文以产业经济学和区域经济学为理论基础,采用实证分析和规范分析法、定性和定量分析法、演绎和归纳法来分析东部和中部地区面临的现状和主要问题,希望有助于中部地区成功地承接东部地区的产业转移。
本文在阐述产业结构优化和产业转移基本理论的基础上,首先通过对东中部地区经济发展的现状进行比较分析,得出了中部地区利用东部地区产业转移实现当地经济社会发展是必要的,也是可行的。其次,通过对国内外承接产业转移的经验进行实证分析,得出了诸多可供中部地区借鉴的经验教训。第三,通过对中部地区承接产业转移的现状进行分析,得出中部地区当前面临着诸多亟需解决的问题。在本文的最后,从中部地区的现状和长期发展规划出发,得出中部地区各方主体应在坚持可持续发展的原则下主动承接东部地区的产业转移,且创造性地从投资软环境建设、投资硬环境建设、承接主体建设、承接载体建设、承接方式与路径创新、产业布局规划等六个方面对中部地区承接东部产业转移提出对策建议。
At present, China is a uneven country in regional economic development. The central region is plays a important role in China’s three major economic regions. The central region’s comprehensive development in economic and social is very important to build all-round well-off society, China's socialist harmonious society, national peoples’happiness and stability. In order to realize the central region's economy healthy and rapid development, the central region should optimize the local industrial structure, the production structure towards rationalization and high-class firstly.
For a less developed country or region, if it can reasonably and successfully undertake industrial iransfer in developed regions, it will not only make the local economy develop quickly and prosperity, but also can optimize and upgrade the local industrial structure, so that the economic development toward a optimum circle development. The eastern region is a developed area compared with central region, it has towarded the later stages of industrialization with rapid development over three decades. Now it is faced with the stress of large-scale transfer of industries in order to achieve its optimization and upgrading of industrial structure. The central region should understand the stages of economic development in itself,understand the internal strengths and weaknesses and external crises and opportunities in undertaking the eastern industrial transfer, understand the new characteristics and new trends of eastern industrial transfer, so that it can take effective countermeasures in order to achieve economic and social comprehensive development. Writing of this article is based in the application of economic principles, through empirical analysis and normative analysis, qualitative and quantitative analysis, deductive and inductive method to analyze the central region facing the above problems, wish to help central region undertake the eastern industrial transfer.
Firstly, on the basis of describing the theory of industrial structure optimization and transfer, through the comparative analysis of the eastern and central regions’economic status, obtained the use the use of central eastern industrial transfer to achieve local economic and social development is necessary and feasible. Secondly, through the transfer of industries at home and abroad to undertake empirical analysis of the experience obtained for the central region of the many lessons to be learned. Third, the central region by undertaking analysis of the status of the transfer of industries come to the central region are faced with many urgent problems. The last, on the basic of analyzing the status and long-term developing plans of the central region, come to the conclusion that the main parties of central region should initiatively undertake the eastern industrial transfer under the principle of pursuing the scientific outlook on development, and propose the solution from five aspects, which are soft and hard environmental construction, undertake subject building, undertake carrier construction, ways and paths to undertake innovation, industry layout planning.
