非政府组织在台湾对外关系中的角色与功能

摘要
由於特殊的历史背景,台湾目前在与他国发展官方外交关系上,遭到许多阻礙,使其国际空间相较於世界大部分国家而言明顯过小,且与台湾的经济实力及国力不成正比。然而,台湾的非政府组織,尤其是「世界自由民主联盟」,在这种时空背景下,持续发挥协助政府拓展对外关系的「第二轨道外交」功能,藉以提升台湾与国际舞台的能见度。因此,本文试圖以文献探讨的方式,分析非政府组織在台湾的发展与角色,并从个案研究的角度,介绍「世界自由民主联盟」如何有效执行做为台湾政府对外关系战略夥伴的任务。
Owing to the various circumstances resulting from the unusual historical context, Taiwan's government, so far, has suffered numerous difficulties in trying to establish official diplomatic ties with other countries. This predicament not only greatly limits Taiwan's breathing space in the international community, but also reflects improperly the true economic and national strength of Taiwan as compared with many other countries of the world. However, Taiwanese non-governmental organizations (NGOs), such as the World League for Freedom and Democracy (WLFD) in particular, have continued to play the role of advancing Taiwan's visibility on the world stage as TrackⅡI Diplomacy actors. This paper, therefore, is going to analyse the development of Taiwanese NGOs as well as the roles they are now playing and, in particular, how WLFD has contributed effectively in the international arena as a strategic partner of the Government of Taiwan.
