宽带多媒体卫星通信系统中计费平台的研究与实现

摘要
随着航天技术和信息技术的飞速发展和应用,卫星网络在政治、经济和军事等领域的战略地位越来越重要,通信卫星、气象卫星、广播卫星等卫星系统跟人们的生活的关系越来越密切。“新一代宽带多媒体通信卫星系统”已经成为我国在“十一五”期间重点发展的民用通信卫星项目。由于该系统具有独特的网元节点和运行特性,传统的网络管理技术存在不适用性,为保证系统的自主、高效运行,信息的安全和可靠传输,需要进行宽带多媒体卫星网络管理系统的研究;为了保证网络资源的合理利用和兼顾运营商与消费者的利益,需要进行计费管理的研究。
     本文计费管理分ATM层计费,业务层计费两个方面。通过分析目前网络上存在的常用计费方案,对这两种计费分别从计费方案、数据采集和计费管理三方面展开研究。根据宽带多媒体通信卫星系统的特点在ATM层提出了面向具体终端业务特点的、基于QoS策略的计费方案和计费公式;基于卫星仿真系统中综合业务平台,对于多媒体通信卫星支持的各种多媒体业务,依据其特点并结合宽带网络常用的计费方法在业务层制定了相对合理的计费策略。最后设计和实现了多媒体通信卫星计费中心平台,该平台具有系统管理、ATM层计费,业务计费,统计分析和自助服务五大功能,所有功能在宽带多媒体卫星网管系统的仿真实验中进行了测试,结果表明,计费中心界面友好,操作方便,功能完善。
With the rapid development and application of spaceflight technology and information technology, satellite network plays a more and more important role in politic, economy and military area. The relationship between satellite system such as meteorological satellite and our life is closer and closer. In this situation the new generation broadband multimedia communication satellite system emerge as the time require, the civil communication satellite project is an important one in the" Eleventh five" year plan. Because of the special network element and operating characteristic, traditional network management technology isn't applicable. To ensure that the system work autonomic and efficiently and the information can be transferred safely or dependably, the research of broadband multimedia satellite network management system has to be done. At the same time, to ensure that the rational utilization of network resources and take into account the interests of consumers and operators, the research of accounting management has to be done.
     In the paper, Accounting management is divided into accounting on ATM and accounting on operation. By analyzing and discussing the existent common accounting scheme, for this two kinds accounting, we emphatically research on the following three aspects:accounting scheme, data collection and accounting management. This paper proposes accounting formula and accounting scheme for user based on the QoS strategy on the layer of ATM. To each multimedia operation that multimedia communications satellite emphatically supports, we also make a relative reasonable accounting strategy based on each operation characteristic combined with common broadband network accounting method. Finally, we design and accomplish the broadband multimedia communication satellite accounting center platform. This platform implemented the following functions:system management, accounting on ATM, accounting on operation, statistics analysis and self-service management. All the function has tested in network management system simulation platform, the result show that accounting center is user-friendly, easy to operate and function is perfect.
