湖北省高技术产业技术创新实证研究

摘要
高技术产业发展代表一个国家或地区的科技发展水平及综合实力,技术创新则是高技术产业发展的核心和竞争力提高的源泉。近十年湖北省高技术产业虽然发展迅猛,规模不断壮大,但是与发达国家和地区相比仍存在较大差距。本文从产业创新经济学的视角,运用多元统计分析方法、比较分析方法实证评价和分析湖北省高技术产业技术创新能力、创新绩效和创新体系,这对于高技术产业经济学科建设,提升湖北省高技术产业技术创新能力和产业竞争优势,加快经济发展方式转变和“两型社会”建设,具有重要的理论价值和现实意义。
     全文共七章,第一章为绪论;第二章为理论基础,对产业创新经济学、高技术产业经济学、创新系统理论等相关理论成果进行梳理,为本文的后续研究奠定理论基础;第三、四、五章为本文的研究重点,运用Delphi和AHP方法构建了省级区域高技术产业创新能力和创新绩效评价指标体系,运用主成分分析法、数据包络分析法、多元线性回归等分析法和相应的系统软件,分别从八五、九五、十五、十一五期间四个时段,对同产业全国省际间及湖北省内产业间进行动态评价和比较分析,对湖北省高技术产业创新能力影响因素进行实证分析;第六章对湖北省高技术产业产学研合作现状及存在的问题进行分析,构建了湖北省高技术产业创新体系模型,提出了完善湖北省高技术产业创新体系的对策建议;第七章是全文总结与研究展望。
     本文的主要创新表现为四个方面:(1)构建了多元多层次省级区域高技术产业创新能力和创新绩效评价指标体系,并按时段进行动态评价。为了避免某一年度数据的随机性,研究选取时段数据,取五年数据的平均数,按八五、九五、十五、十一五期间四个时段进行动态评价和比较分析,发现了各省级区域间创新能力和创新绩效的差异性以及不同时段的变动情况,湖北省高技术产业创新能力和创新绩效在全国的地位变动以及各产业的差异性。评价结果具有综合性、动态性和科学性。(2)揭示了高技术产业技术创新能力、创新绩效与创新体系的内在联系。研究发现,创新能力高的省份创新绩效并不一定高,创新绩效高的省份创新能力也不一定强,但创新能力强、创新绩效也高的省份,创新体系一定是相对发展好的;而创新能力弱、创新绩效也弱的省份,一定是创新体系不完善的。湖北省的高技术产业技术创新能力在全国排第12位,但创新绩效在全国排第22位,说明创新能力较强,且处于上升态势,但创新绩效较低,这正是湖北省的科教优势未转化为经济优势的主要原因之一,这也说明湖北省高技术产业技术创新体系尚不健全,亟待完善。(3)运用多元统计分析方法建立了湖北省高技术产业创新能力影响因素的计量模型,并以湖北省医药制造业为例进行实证。实证分析表明,企业规模、技术改造经费支出、研发人员投入对技术创新能力提升影响显著,政府支持影响不大。(4)构建了湖北省高技术产业创新体系模型,揭示了湖北省高技术产业产学研合作创新机制。湖北省高技术产业创新体系以企业作为创新主体的技术创新系统为核心,知识创新系统、环境支持系统、科技服务系统、科技投融资系统为支撑,提升湖北省高技术产业技术创新能力和创新绩效的关键是要加强企业、高校及科研机构、政府、中介服务机构和金融机构各主体要素的协同作用。
The development of high-tech industry represents technological development level and comprehensive strength of a country or region, while technological innovation is the core of the high-tech industry development and improvement of competitiveness. In a decade, high-tech industry in Hubei Province is developing rapidly and growing stronger, but there is still a large gap between Hubei Province and developed countries or regions. Using multivariate statistical analysis method and the comparative analysis method, this dissertation analyzes and evaluates the technological innovation capability, innovation performance and innovation system of high-tech industry in Hubei Province from the angle of industrial innovation economics. This research has important theoretical value and practical significance for the development of high-tech industry, the improvement of technical innovation, the enhancement of competitive strength, and acceleration of optimizing economical development ways.
     This dissertation is divided into7chapters. The first chapter is an introduction. The second chapter presents the theoretical basis. The theories on industrial innovation economics, economics of high-tech industry and innovation system are discussed and summarized to lay the theoretical foundation for the following study. The third, fourth and fifth chapters are the focus of this dissertation. These chapters explain the use of Delphi and AHP methods to build evaluation index system of innovation capability and innovation performance for high-tech industries in Hubei Province. The chapters also describe the applications of principal component analysis, data envelopment analysis, multiple linear regression analysis and corresponding system software to make dynamic evaluation and comparative analysis for the same industry in different provinces as well as different industries in Hubei Province. These evaluation and analysis are made according to four stages dating from the8th Five-Year Plan to the11th Five-Year Plan. In addition, the analyses empirically address the factors that could affect innovation capability of high-tech industries. The sixth chapter analyzes status quo and existing problems of the Industry-Academy-Research cooperation, and builds innovation system model of high-tech industry in Hubei Province, and gives proposals on how to improve and perfect the innovation system of high-tech in Hubei Province. The seventh chapter summarizes the whole dissertation and puts forward research prospect.
     The main innovation of this dissertation is shown in four aspects:(1) Multi-level evaluation index system of innovation capability and innovation performance is built to make dynamic evaluation by stages. In order to avoid the randomness of annual data, the average of five years' data, is employed to makes dynamic evaluation and comparative analysis by dividing evaluation years into four stages:The8th5-year period, the9th5-year period, the10th5-year period and the11th5-year period. The results show the change of country's statue of innovation performance and innovation capability of high-tech industry in Hubei Province as well as the differences in various industries. The proposed dynamic evaluation indicates the differences and variations of innovation capabilities and performances among different provincial regions and in different stages. The evaluation result is all-around, dynamic and science-oriented.(2) The inherent relationship of innovation capability, innovation performance and innovation system is illustrated. The research shows that not all provinces which have great innovation capabilities have good innovation performances and vice versa. However the province which have both strong innovative capabilities and good innovative performances do possess well-developed innovation systems, and on the other side, the provinces with imperfect innovation system certainly have week innovation capability and poor innovation performance. Hubei province ranked12in the country with the innovation capability of high-tech industry, but it ranked22with innovation performance. This suggests that the innovation systems without very good innovation performance in Hubei province must be improved to transform the science and education advantages into economic ones, even though it has greater innovation capability and is still making progress.(3) Multivariate statistical analysis method is applied to construct an econometric model of influential factor on Hubei province's innovation capability of high-tech industry. Taking pharmaceutical industry in Hubei province as an example to perform empirical study, the study indicates that evident influences on the promotion of technical innovation capabilities are mainly produce by scale of enterprises, budget of technical innovation and manpower for R&D, other than government support.(4) A model of high-tech industrial innovation system in Hubei Province is formed to reveal the Industry-Academy-Research cooperation mechanism. The Hubei high-tech industrial innovation system consists of the main innovation body of enterprises as the core of technology innovation system, which is supported by knowledge innovation system, environment support system, technological service system, technology investment and financing system. The key factor to improve the technological innovation capability and innovation performance of high-tech industry in Hubei Province is to cooperatively perform the actions of main parties of enterprises, universities and institutes, government, Intermediary service organizations and financial institutions.
