公共危机应对中政府协调研究

摘要
风险和危机是一种自然或社会安定现象,人类社会的诞生就伴随着各种风险和危机,从某种意义上来说,人类历史也是一部不断战胜各种风险与危机的历史,随着国家机构的出现,政府成为了风险与危机应对的主体。近年来,我国受灾人口不断增加,严重的自然灾害,已经成为了影响经济发展和社会稳定的重要因素。但是从历次救灾抗灾中总会出现一些部门动作迟缓,社会和政府资源整合不到位,从而导致灾害损失扩大的问题。作为公共危机应对的主体,如何协调好政府组织结构之间的利益矛盾以及社会与政府之间的利益矛盾,提高危机管理中的快速反应能力,是对现代政府的一种考验。在危机应对中,协调各种利益关系,控制矛盾,建立快速、高效、统一领导、综合协调的应急管理机制,成为了公共危机应对中重要的研究课题。
大量公共危机事件的发生在一定程度上破坏了正常的社会秩序,同时也对政府的危机应对能力提出了挑战。应对公共危机事件是一项复杂的系统工程,政府在其中无疑担任着重要的主体角色。政府危机管理成败的关键在于政府的协调能力,如何使政府组织之间,以及政府与社会之间协调统一、相互配合、资源整合,成为了搞好政府危机应对工作的关键。但目前的现实情况是,不少地方的各级政府组织之间相互扯皮、责任不清;社会公众参与不足、信息不透明、问责机制不健全等等,这些因素严重影响了政府的快速反应能力和危机应对中协调机制的建立。鉴于此,对政府危机应对中协调问题的研究具有重要的现实意义。
本文从公共危机发生的特点入手,结合政府在历次危机处理过程中出现的问题,并从理论和制度层面上对问题的症结进行了分析,同时结合国内外一些成功的案例,对如何提高政府协调能力给出了一些相应的建议。
Risk and crisis is a natural phenomenon or social stability, on the birth of human society along with a variety of risks and crises, in a sense, is a constant in human history to overcome a variety of risks and crises of history, as the country the emergence of institutions, the Government has become the main risk and crisis response. In recent years, the affected population continues to increase in severe natural disasters, has become affected economic development and social stability of the important factors. But from the previous disaster relief in the slow movement will always be some sectors, social and integration of government resources are not in place, resulting in disaster loss enlargement. The main body as a public crisis response, how to coordinate between the Government of the organizational structure of the conflicts of interest, and social conflicts of interest between the government and improve crisis management in the rapid response capability, is a test of modern government. In crisis response, the coordination of various interest relations, to manage its contradictions, establish a rapid, efficient, unified leadership, integrated and coordinated emergency management system has become a public crisis response important research topic.
In recent years, a large number of public crisis occurred in a certain extent, undermined the normal social order, but also the government's crisis response capabilities and challenges. Deal with public crises is a complicated systematic project, the Government, in which no doubt has an important role in the main body. Government crisis management is the key to the success of the Government's coordination, how to make-governmental organizations, as well as coordination between the government and social unity, mutual coordination, resource integration, has become a good job government crisis response key. However, the current reality is that many local buck-passing between various levels of government organizations, responsibility is blurred; lack of public participation, information, lack of transparency and accountability mechanism is not perfect, etc., these factors seriously affect the government's rapid response capability and to coordinate crisis response mechanisms. In view of this, the Government's crisis response in the coordination of the research has important practical significance.
In this paper, the characteristics of public crisis, start, combined with the Government in the previous crisis, the problems in the process, and from theoretical and institutional levels, the crux of the problem are analyzed, combined with a number of successful cases at home and abroad, on how to improve government coordination capability gives some recommendations accordingly.
