试论转型期的腐败及其控制
摘要
当前，我国正处在社会转型期。一些消极腐败现象未得到有效
遏制，而且呈现扩大蔓延势头，出现了隐形腐败、法人腐败、连锁
腐败、系统腐败等新的腐败现象。透过现象看本质，腐败的产生不
是偶然的。既有经济、政治、意识形态方面的原因，也有个体根源
方面的因素。因此，在当前新形势下，强化思想建设，加强共产主
义理想信念教育、宗旨教育和无产阶级革命传统教育，是反腐败的
前提条件；深化体制改革，建立健全完善的经济、政治和文化体
制，是反腐败的重要保证；加大监督力度，建立一个多层面、多方
位的监督体系，是反腐败的根本途径。监督的关键是要防止特权的
发生，因此，要强化党内纪律监督，特别是着眼于权力运行中党内
干部的监督，强化民主集中制，健全党的组织生活会制度和党员领
导干部的民主测评制度；充分发挥权力机关、群众、舆论的监督作
用，进一步健全完善法律、行政、经济等监督体系。只有这样，才
能最大限度地发挥权力的效能，防止权力的滥用，提高权力运行的
透明度，从而比较有效地控制腐败。
At present, our country has entered a critical period of transition
from planned economy to market economy. So far, negative corruption
hasn’t been effectively curbed. On the contraiy, there seems to have been
a tendency of expanding and spreading; It has caused newly orn
corruption: namely latent corruption, chain corruption, corporate
corruption and depart meet colTuption. Through these phenomena we
can see that corruption is inevitable. It has been brought about mainly by
economy, politics and ideology, also by personal factors . Thus, in the
present situation, We must fight against corruption. The first thing we
must do is to strengthen the construction of political thought and to
educate ourselves in communist belief, the goal of the proletarian
revolution and in the fine tradition of our party. We must guarantee to
deepen reforms and to set up amplified economic, political and cultural
systems. The only way of struggling against corruption is to step
supervision and regulation functions and to establish supervisory
systems concerning all aspects; the key to supervision is to prevent
privilege. It is necessary to amplify super vision over disciplines.
especially to focus on the supervision over party leaders in exercise of
power and to strengthen democratic centralism and the regulation for
party activities and the testing udging regulation for Party leaders. We
should bring into full play the surveillance by Party institutions of all
levels, the masses and public opinion and we ought to further perfect the
super viceroy systems of law, administration and economy. Only in this
way can we make the best possible use of power and stop the misuse of
power and increase openness in the exercise of power to control
corruption in the most efficient way.
