政府效能建设若干问题研究——以温州“效能革命”为例
摘要
现代政府在社会发展中的作用是毋庸质疑的，但是要想成功地发挥主导作用，是需要具备一定条件的，关键在于要有一个高效的行政系统。这主要表现在两个方面，一是政府必须有足够的能力制定和推行政策，二是在于政府决策的科学化和最优化，而提高政府效能正是强化政府能力的首要选择，是行政体制改革的一个先行目标。市场经济中的政府效能不仅是一个全球性的热点话题，更是我们这样一个市场经济欠发达的发展中国家面临的重要问题。不可否认，作为一个转型期发展中国家，目前我国政府效能还相当不尽人意，存在着诸多问题和难题，因此，研究、探讨如何促进政府职能转变，提高政府效能，构建适应市场经济体制的政府行为模式具有重要的理论和实践意义。
本文运用行政管理学、政治学以及社会学等学科的基本原理，从温州“效能革命”的个案入手，对政府效能建设的若干问题进行了深入的分析和探讨。全文分为四个部分：第一部分对政府效能的理论内涵和现实意义进行了阐述；第二部分全面分析了温州效能革命开展的现实背景、内容成效以及存在的问题和启示；第三部分着重对我国政府效能现状进行了透视并分析了造成政府效能低下的主要原因；第四部分有针对性地提出了新时期加强政府效能建设的思路和具体举措。
Though its role in social development is undoubtedly evident, modern government can only exert its leading role when certain conditions are fulfilled, with the key being a highly efficient administration system, which is embodied in two aspects: the government is capable of constituting and implementing policies; and the decision-making of the government is both scientific and optimized. Improving government effectiveness is not only the primary choice of the government to enhance its capability, but also a chief objective of the administrative system reform. As a global issue, government effectiveness is especially important for China, which is a developing country with immature market economy. It is undeniable that, as a developing country in transition and deeply affected by the traditional planned economic system, the effectiveness of the Chinese government is not satisfactory with various problems and difficulties. Hence, the study and discussion of how to facilitate the transformation of government fun
ctions, to improve the effectiveness of the government and to build a government behavior pattern adaptive to market economy carry significant theoretical and practical meanings.
Based on the case study of "Government Effectiveness Revolution" in Wenzhou, this paper has conducted a profound analysis and comprehensive discussion of the issues in building government effectiveness by using principle theories of Administration, Politics, and Sociology. The whole paper is divided into four parts: the first part elaborates on the theoretical connotation and practical meaning of government effectiveness; the second part conducts a comprehensive analysis of the background, content, effect and problems of the "Government Effectiveness Revolution" in Wenzhou; the third part of the paper looks at the current situation of government effectiveness in China and lists the main reasons for the lack of effectiveness in government; the fourth part has proposed the ideas and specific moves to enhance the government effectiveness in the new era.
