东四路物业公司发展战略与相关对策研究

摘要
随着社会主义市场经济体制的建立，住房制度改革的不断深化，城市建设的迅猛发展，实施物业管理已成为转换城市房屋管理机制和城市物质文明与精神文明建设管理的最佳选择。东四路物业公司作为西安市最大的一家房管所转制而来的物业公司，从1998年开始，按照“市场化、专业化、社会化、规范化”的基本目标和方向，逐步从事业单位向企业改制进行了一系列试点。运营以来，形成了初步规模，取得了一定进展，然而随着市场需求的不断加大，东四路物业公司与规范的物业管理公司在管理规模和发展势头上还存在着一定的差距。
本文通过研究物业管理发展的规律，借鉴发达国家和地区物业管理的经验与做法，透视西安市物业管理总体发展前景，重点分析了东四路物业公司在这几年的转制试运行中，存在的运作手法落后、经营思路不佳、人员力量薄弱、操作不规范等大量问题和遇到的重重困难。运用分析、对比、综合的逻辑方法，就东四路物业公司该如何尽快形成符合本单位实际的、规范的管理制度与体系，如何提高物业管理从业人员素质，从而促进单位的全面发展，进行了深层次的探讨和研究。并从战略的角度提出了东四路物业公司健康发展的对策和一些行之有效的方法。
本文论题研究的目的希望能对东四路物业公司今后的发展产生推动作用，同时为我市在制定房管所转制政策时提供一些参考。
Along with the socialism market economy system established, the housing system reforms continuously deep to turn, the fast fierce development of city developments, the modern property management have become the best choice to convert the city house management mechanism with the city material civilization and spiritual civilization developments manage. As the biggest building management branch in Xi'an, from 1998, according to" market turning, profession turn, acculturating, norm turning" with the basic target and direction, a series trying from government to enterprise gradually were engaged. At last we choose the property management as the main direction in changing system. From that, have became a rather scale, obtain a certain progress , however along with the market enlargement continuously, Dongsilu property management company have a distance with excellent company in managing scale and development.
This text through to study the regulation of development property management, drawing lessons from the developed national with the experience of, see through the total development foreground of Xi'an property management put point on analyzing the Dongsilu buildings management branch had done in system reform these years, the large quantity problem and difficulty of operation skill falls behind, operates the way of thinking not good, personnel's power is weak, and operation not norm etc. Application analysis, contrast, comprehensive logic method, Dongsilu buildings management branch how to match the fact and norm system as soon as possible , how to
level of structure with study. At last put forward the countermeasures that a health development with the valid method of the some lines for Dongsilu property management company.
This text purpose on pushing Dongsilu property management company a good development, at the same time to provide some consults to establish the building management branch turned the system policy for Xi'an.
