对天津供电段构建职工教育机制的研究

摘要
随着铁路进行生产力布局调整,撤销分局、合并站段,原有精细化管理模式发生了转变;还有铁路大力发展高铁建设,新设备、新技术、新工艺、新标准的应用推广,对铁路职工提出了更高的素质要求。由于铁路行业形势的迅速变化,使得铁路职工整体素质与现有管理模式、高铁技术要求不匹配,职工业务素质成为制约铁路高速发展的瓶颈。因而职工教育工作成为提高铁路职工整体素质的重要手段,如何建立高效、科学培训机制,提高铁路职工素质具有极其重要意义。
     文章从系统论的角度着眼,以天津供电段为例,根据目前天津供电段职工学习特征和职工培训体系的现状、存在的各种问题,借鉴国内外先进企业职工培训的成功经验,分析了国内外先进企业的职工培训管理方法,为全面提高职工教育培训质量,提出了在天津供电段建立新的教育培训机制,即构建党政工团齐抓共管的大教育格局思路。通过各种教育培训制度建设,构建横向到边、纵向到底,全段上下人人都有权利、义务承担教育培训的网络,段各职能部门根据自身专业特点提出培训需求并开展教育培训活动,车间、班组要按照段整体要求,落实好各项培训任务,并且及时开展各种基础性培训工作。其研究结论对铁路基层站段具有很好的指导意义。
As adjusting the railway productivity layout, revoke branches, merge sections, the fine original management model has changed; also developing high-speed railway construction, application of new equipments, new technology, new process and the new standard, request higher requirements for railway workers. Due to the rapid changes in the railway situation, railway workers do not match the current management mode, high-speed railway technology requirements, railway workers'professional qualities become the bottleneck of restricting the railway high speed development. Railway workers vocational training becomes important mean of improving railway workers'quality, it has very important significance to establish effective and scientific training system to improve the railway worker quality.
     The article starts from the point of view of system theory, with Tianjin power supply section as an example, according to the railway workers'current study characteristics, current situation of vocational training system.and all kinds of existence problems of Tianjin power supply section, reference the domestic and foreign advanced enterprises of vocational training success experience, analyze the management methods of domestic and foreign advanced enterprise vocational training. To improve the quality of all vocational training, establish a new mechanism for vocational training in Tianjin power supply section, build the big vocational training pattern idea of dangzhenggongtuan all together management. Through building the various vocational training system,build vocational training network of all-round and everyone has the rights and responsibilities to bear, the functional departments of Tianjin power supply section according to their professional characteristics in training needs and puts forward vocational training activities, workshops and groups according to the sections'all requirements, implement various training missions, and promptly carry out various basic training works. The research conclusions have great significance in directing railway stations to active vocational trainings.
