面向我国西部电能—环境系统协调监管的政府效用及规制偏好研究

摘要
电力行业作为重点能源行业,受到了各级政府的重视,但同时电力行业本身所造成的环境问题也日趋严重。国际社会的公约条例、中国作为发展中大国应负的国家责任和可持续发展的要求,都迫使我国必须及早解决电能—环境系统冲突的问题。如何处理好电能生产和环境保护的关系,实施兼顾效率和公平的经济性规制和社会性规制,成为各地政府的首要工作。研究政府规制,保障能源开发与经济、环境协调发展,必须探究影响政府制定规制的经济、技术、社会等客观因素。
     论文首先对电力行业自身特点和相关污染物排放特点进行分析,认为电力行业规制的难点在于对污染物减排带来正的外部性难以度量、政府规制电能生产和污染物减排的效用难以说明。同时指出现有的电力规制中,缺乏能够协调电能生产和环境保护的规制主体,是造成我国电力生产和环境保护冲突的主要原因之一。在此研究背景下,论文着重对国内外产业规制理论、库兹涅茨曲线、电能—环境系统相关的协调理论和方法及研究动态进行了综述,并对规制效用函数的形式进行了总结。在此基础上,从系统协调理论的思路出发,对电能—环境系统的特征和相互关系进行了具体分析。对该系统协调发展的意义进行了详细阐述,并且针对电能—环境系统发展不协调的现状,指出电力协调监管是电能—环境系统协调发展的需要,进而阐明了电能—环境协调监管下政府对电能生产和污染物减排的规制效用和规制偏好因子概念。而后,在政府效用最大化假设下,论文设计了政府对煤电生产和煤电生产产生的二氧化硫减排的最优规制偏好因子函数。接着,论文第四章采用计量经济学中用于面板数据的似无相关性回归模型,对煤电生产函数、二氧化硫减排函数中的相关参数进行了计算拟合,利用相关参数值计算得出政府的最优规制偏好因子。结合西部地区各省市的电源结构、电力生产资源的分布情况,政府的最优规制偏好因子的经济意义被分类说明。最后论文根据政府的最优规制偏好因子的分类情况,提出促进我国西部地区各省市电能—环境系统协调发展的分类对策和分类对策和保障建议。
     本文在以下两个方面做了创新性探索:
     (1)论文将环境经济学和规制经济学相结合,对电能生产中相关污染物减排带来的正外部性构建了模型进行说明,并以此为基础进一步阐述了西部地区电能—环境系统协调监管中政府规制电能生产和污染物减排产生的效用函数及其规制偏好因子。
     (2)论文构建了电能—环境协调发展中政府效用函数,对电能—环境系统中政府对煤电生产和煤电生产产生的二氧化硫减排的最优规制偏好因子(λ')进行了阐述和定量分析。为检验地方政府对电能—环境系统协调监管主动性的补充了一种绩效评估方法。
     论文的研究成果是规制经济理论在电力行业的具体运用的创新,也是对电能—环境系统协调发展理论的近一步研究,具有一定学术价值,同时也是政府在电能—环境系统协调监管的绩效评价方法的补充,具有较好的应用价值。
The power industry as a key energy sector, the importance attached by governments at all levels, but caused by the power industry itself has also become increasingly serious environmental problems. The Convention on the international community, regulations, China, as a big developing countries bear the responsibility and requirements of sustainable development, have forced our country to be an early resolution of electrical energy - environment system conflict. How to handle the relationship between energy production and environmental protection, how to the implement economic regulation and social regulation, has been the priority of governments. From the perspective of government regulation to protect the energy development and economic and environmental development, we must explore the impact of the Government to formulate regulation of economic, technological, social and other objective factors.
     Papers focus on topics of conflict in to our energy development and environmental protection issues, referencing system coordination theory to build energy - environment system and using theories and methods in economic and management, setting government as the main body, taking of the existing data source of power production and pollutant emission investment and natural resources, the optimal government regulation preferences under the power - environment coordination systems has been empirical analyzed.
     Papers First, from the power industry of its own characteristics and related emissions characteristics to proceed, pointing out issues that the existence of the power industry emissions of pollutants brought about positive externalities difficult to measure, government regulation Utility of energy production and emission reduction is difficult to explain ,and so on. The existing power regulation lacking of the main body of the coordinate regulation, which results conflict between China's power production and environmental protection. In this study context, domestic and international industrial regulation theory, Kuznets curve, energy - environment coordination of complex systems theory and related methodology and the dynamics of the synthesis has been summarized, and the form of regulation utility function has been summarized too. Further from co-ordination system theory, the idea of establishment power - environment systems, and the system characteristics and mutual relationships are described to illustrate the significance of the coordinated development of the system. Pointing to the dis-coordination condition in power-environment system,power coordinate regulation is raised to ensure coordinate development of power and environment system. Under the power co-ordination regulation, research papers submitted the research about regulated utility and regulatory preferences of the local governments in power production and pollutant emissions will help assess local government initiative of coordinate power - environmental system ,which will has a positive promotion to coordinated development of energy - Environment system. Further clarify under the power - environment coordination Government regulatory utility and preferences in the energy production and pollutant emissions and the design of under the conditions of government utility maximization, Government's optimal regulatory preference factor in the coal production and coal-producing SO2 emission reductions. Using econometrics method, Government's optimal regulatory preference factor has been computed, according them west region government can be classed and relative policy would be given.
     Innovation of this article:
     (1)Taking use of system coordination theory, industry regulation is added into environment and monitoring complex systems. Various sub-systems coordination mechanism between the inner and systems development process are analyzed.
     (2) Environmental economics and regulatory economics are combined. The Utility of power production and related emissions of pollutants has been expressed by model. Based on it, Utility and preference of between power production and pollutant in western Electricity - Environmental Coordination supervision Systems can be explained.
     (3) Construction government regulation utility model about the electricity– environmental coordinate development in the western China. The government optimal preference factor "λ'" about power production and SO2 emission reduction has been explained and measured.
