小城镇土地集约利用潜力评价研究
摘要
城市化是我国全面建设小康社会、实现现代化的必经途径，而小城镇建设在我国农村经济和整个国民经济腾飞的这一过程中有着重要的战略意义。提高城市化水平的现实道路就是发展、建设小城镇。我国目前正处在经济高速发展、城市化水平快速提升、建设用地需求大量增加、农地非农化明显加快的过程当中，而与世界上大部分国家相比，我国的基本国情是人多地少，耕地更少，这就决定了我国只能走土地集约利用的道路。近年来，我国实行了严格的耕地保护政策，严格控制农用地特别是耕地转为城镇建设用地，这就不可避免地陷入了发展经济、提高城市化水平与保护耕地之间的矛盾之中，研究和探索城市特别是小城镇土地集约利用有利于从宏观上把握我国城市化快速发展中土地供需的关系，从而最大程度地化解这个矛盾。因此，无论从加强土地管理、保护土地资源还是从可持续发展的角度，处于城市化加速期的小城镇土地集约利用研究就显得十分重要。
本论文就是在上述背景下展开的，本文首先介绍了城市土地集约利用研究的理论基础及其在国内外的研究情况，然后具体针对我国小城镇土地利用现状及其存在的问题，分析了小城镇土地集约利用的影响因素，并在此基础上构建了小城镇土地集约利用潜力评价体系，最后，对广东省清新县县城太和镇的土地集约利用情况进行了典型分析，并根据评价结果提出了太和镇土地集约利用的对策建议。
本文采用理论研究与实证分析相结合、定性分析和定量评价相结合的方法，提出了小城镇土地集约利用潜力评价指标体系及其合理值的确定方法，确定了计算小城镇土地利用集约综合指数的数学方法。在小城镇建设发展迅猛的当前，根据我国的国情，运用小城镇土地集约利用潜力评价体系对小城镇用地情况进行系统的总结，以不断提高小城镇建设的水平，意义是十分重大的。同时运用系统方法对小城镇土地利用模式进行分析也是小城镇土地利用集约化的一种有益尝试。
To construct our country as a comprehensive well-off society and to realize China's modernization, urbanization is only the way we can pass through. Undoubtedly, town has the strategic meaning in the process of developing our rural economy and making our country economy increasing. As the level of urbanization has improved rapidly, the demand of land has a substantial increase, and the land conversion significantly accelerated. With the majority of the world's countries, our country fundamental realities of the country is many people and little land, especially the farming land, this has decided our country can only choose the land intensive utilization way. In recent years, China has adopted a strict policy for farmland protection, strictly control agricultural land, especially farmland into urban construction land. This inevitably caused our country to fall into the contradiction among developing economy, improving urbanization level and protecting agricultural land. Studying and exploring cities, especially the small towns' intensive utilization of urban land, is conducive to China's macro grasp of the rapid urbanization development's relationship between the supply and demand of land, in order to melt this contradiction in the greatest extent. Therefore, from both strengthen land management, protect land resources or from the perspective of sustainable development, it is extremely important for us to have the "Towns' land intensive utilization study" in the in the period of accelerated urbanization.
This paper discuss under the background above. The writer, in the first place, introduces us the rationale of researching the city land Intensive utilization and the research situation both domestic and foreign. Aiming at the towns land utilization's present situation and the question existed, the article secondly analyze the influencing factor of the towns land Intensive utilization and, in this foundation, construct the towns land Intensive utilization potential appraisal system. Finally, this paper gives a typical analysis the land Intensive utilization on the county seat of Town Taihe in Guangdong Province, and based on the result of evaluation, the author gives some suggestions about Taihe's intensive utilization.
Combining fundamental research with demonstration analysis, qualitative analysis with quantitative analysis, the article proposes towns Urban Land Intensive Utilization Potential Appraisal Standard System and its reasonable value. Also, the paper ascertains a mathematic method which computes the general index of the towns urban land utilized consolidation. As the towns construction is developed swiftly and violently, according to our country' national condition, it is extremely significant to utilize the towns land Intensive utilization potential appraisal standard to summarize the situation of the towns urban land utilization systemically for unceasingly boosting the towns construction level. Meanwhile, it is also a beneficial attempt to investigate the towns urban land utilization pattern by using the system analysis.
本论文就是在上述背景下展开的，本文首先介绍了城市土地集约利用研究的理论基础及其在国内外的研究情况，然后具体针对我国小城镇土地利用现状及其存在的问题，分析了小城镇土地集约利用的影响因素，并在此基础上构建了小城镇土地集约利用潜力评价体系，最后，对广东省清新县县城太和镇的土地集约利用情况进行了典型分析，并根据评价结果提出了太和镇土地集约利用的对策建议。
