内蒙古京津风沙源治理工程可持续发展能力研究

摘要
京津风沙源治理工程建设是在生态环境问题已经严重制约经济社会发展的背景下实施的生态工程。论文以京津风沙源治理工程为例,阐述生态工程建设和经济发展的相互促进关系,并以这些关系为基础对生态治理工程建设的可持续发展能力问题进行了研究。
     京津风沙源治理工程于2000年6月开始实施,经过多年的建设,以植树(灌木)、种草等林业生态工程为主体的生态环境建设已经取得了可喜的成果,公益效益开始显现。同时,在许多地区,建立在国家公共投资、政府管理基础上的公益事业还没有与参与工程建设的农牧民生产和生活发生直接的联系,如何改善管理方式和建设思路,调整生态工程建设与生态、经济和社会效益的和谐统一,已经成为京津风沙源治理工程持续发挥工程建设效益的重要课题。
     本论文研究的目的是以京津风沙源治理工程为主要对象,探讨在保证持续发挥工程生态效益的前提下,在项目区建立以生态环境建设成果为基础的产业链,形成与当地的资源生产方式、社会经济发展状况相适应的生产和经济循环,提高项目区内生态工程可持续发展能力和管理效率。解决生态环境建设中的核心问题—提高生态环境工程建设的效率和综合效益长效发挥。
     论文在以往调查研究基础上,收集试验点自然状况、社会经济、生产方式、资源状况等的基础数据,运用典型分析方法进行深入调查和研究,在定性分析的基础上,在各个试验点探讨新型生产和经济循环系统的基本内容和要点。
     在内蒙古察哈尔右翼右后旗实施京津风沙源治理工程以后,通过科技支撑手段,提高单位土地面积生物量,通过改善社会经济运行方式成为提高项目区可持续发展能力的关键。本文对于内蒙古林业科学院开展的京津风沙源治理工程科技支撑项目实施5年以来产生的社会经济效益,用可持续发展能力的概念定性评价研究和生态足迹方法进行了定量评价,计算出科技支撑项目在82万元投入的情况下,在14.67万亩土地建设以林业生态建设工程为核心工程建设,在发挥显著生态效益的同时,有效地促使更多户农(牧)民实现生产、生活方式的转型,可以产生显著的经济和社会效益。
     本论文针对京津风沙源治理工程的今后实施和管理提出如下建议:第一,调整管理模式,使工程区广大农牧民深层次地参与到工程建设中来;第二,将工程建设由公共事业性建设工程转变为经营性工程项目投资,实行具有经营性质的投资项目管理;第三,由大规模的面上投入转变为有目的的重点项目投入,集中资金进行产业基地建设;第四,随着工程建设的继续深入,通过经营性组织从事生态环境建设。
Beijing and Tianjin sandstorm source control projects were carried out in the context of the eco-environmental problems had seriously hampered economic and social development. The thesis took the Beijing and Tianjin sandstorm source control projects for an example to explain the mutually reinforcing relationships of the ecological construction and economic development, and with these relationships as a basis we studied the sustainable development ability of ecological management project construction.
     Beijing and Tianjin sandstorm source control projects were launched in June 2000, after years of construction, to planting trees (shrubs), grass and other forest ecological projects as the main body of the ecological environment construction it has been achieved gratifying results, public benefits are becoming apparent. At the same time, in many areas, the establishment of the national public investment, the government management on the basis of public welfare undertakings have not yet in direct contact with the production and living of the peasants and herdsmen who have participate in, how to improve management methods and construction ideas, adjust ecological construction and ecological economic and social benefits to be harmony and unity has become an important subject of Beijing and Tianjin sandstorm source control projects to exert project construction benefits.
     The purpose of this thesis is based on Beijing and Tianjin sandstorm source control projects as the main objects, exploring under the premise of continuing to play in ensuring that eco-efficiency projects, establishing the industrial chain based on the results of the ecological environment construction, forming the production cycle of local resources way, social and economic development and economic compatibility, improving sustainable development ability and effective' management efficiency of ecological project in project area. For addressing the core issue of ecological environment construction, we must improve the efficiency of the ecological environment construction and overall effectiveness to play a long-term effect.
     Base on the past research, we collected natural conditions, socio-economic, production methods, the resource situation and other basic data, using the typical methods to investigat and research deeply, and based on qualitative analysis, we investigated the basic content and elements of new production and circulatory system of economy in each of the experimental points.
     We can through the scientific and technological support means to improve the biomass of the unit land area after implementing Beijing and Tianjin sandstorm source control project in Inner Mongolia, Chaharyouyihouqi.But improving the socio-economic operation mode is the key to the raise sustainable development ability of the project area.
     This thesis summarized social and economic benefits emerged from Beijing and Tianjin sandstorm source control projects that the Academy of Forestry Science of Inner Mongolia launched for 5 years, and used the concept of sustainable development ability and ecological footprint for a qualitative evaluation. So we calculate that under the scientific and technological support projects given 820,000 yuan, can save almost 14.67 million mu of land used to produce ecological benefits, and also encourage more farmer (herdsman) to realize production, lifestyle transformation, equally can produce significant economic and social benefits.
     This thesis aims at the future implementation and management for Beijing and Tianjin sandstorm source control projects advancing suggestion as follows: First, adjusting the management model so that the project area farmers and herdsmen participate in the project construction deeply; second, to the construction of public utilities by construction of the project into a commercial investment, the implementation of investment projects with the nature of the business management; third, from the surface of a large-scale investment into purposeful focus on project inputs, focusing funds industry base construction; fourth, with the the engineering construction continued to deepen, through commercial organizations engaged in ecological environment construction.
