高技术产业集群人才流动模式研究

摘要
自20世纪90年代以来,高技术产业集群在区域经济发展中显示出强大、持久的竞争优势,在产业集群中的主导地位日趋显著。以高新技术产业园区为代表的高技术产业集群在我国迅速发展,呈现出良好的发展态势,推动着我国经济的快速发展。实践证明,持续创新是推动高技术产业集群成长的主要动力,知识溢出是影响高技术产业集群持续创新活动的关键因素,而人才的流动成为了区域知识溢出的主要源泉。随着高技术产业及其产业集群的日趋发展和成熟,高技术产业集群的人才流动与非集群的人才流动现象相比出现了许多新变化和新问题。因此,探索高技术产业集群背景下人才的流动规律及其影响因素,对引导高技术产业集群人才有序流动,推动集群的创新发展有重要的理论和现实意义。
     本文以高技术产业集群为研究对象,采用理论和实证分析相结合的方法,分析了高技术产业集群背景下人才流动的特征及其对人才的影响,研究了高技术产业集群人才流动的影响因素,分类探讨了高技术产业集群人才流动模式,提出了高技术产业集群人才合理流动的相关策略。
     本文首先运用文献研究和实证分析方法,通过对我国高技术产业集群人才流动取向和流动频率两方面的统计分析和调查,揭示了高技术产业集群的人才流动规律与特征。在此基础上,运用集聚理论、卡兹组织寿命说和库克曲线,剖析了高技术产业集群人才流动对人才成长的影响规律。
     其次,以Price-Mueller(2001)离职模型和Levin-Rosse(2001)离职模型为理论基础,运用主成分分析法研究了高技术产业集群人才流动的主要影响因素,建立了高技术产业集群人才流动影响因素指标体系;揭示了高技术产业集群人才流动影响因素的层次性,构建了影响高技术产业集群人才流动因素的作用模型,诠释了集群背景下人才流动意向和行为的产生机制。
     再次,运用组织边界理论,构建了高技术产业集群人才流动模式分类模型,提出了不同背景下高技术产业集群的人才流动模式;验证了不同背景下高技术产业集群的人才流动模式实践性,并从人口统计学和人才外部特征角度,分别运用方差分析和频数分布分析,对比分析了高技术产业集群人才在流动模式选择上的差异性。
     最后,运用生命周期理论,构建了高技术产业集群人才配置的策略模型。从高技术产业集群发展的生命周期,动态剖析了不同发展阶段人才的流动取向和流动频率;在此基础上,从集群和企业两个视角提出了高技术产业集群人才配置策略,构建了高技术产业集群人才流动的动态整合策略模型,进一步阐明了不同发展阶段人才流动模式的选择以及人才配置策略的侧重点。
Since 1990s, High-tech industrial clusters has showed strong and lasting competitive advantage in regional economic development, and its leading role played in the industrial cluster has become increasingly significant. As the representative of the high-tech industrial cluster in China, the high-tech industrial park has developed rapidly, showing a good development trend, and has promoted China's rapid economic development. As proved by the practice, the sustained innovation is the main driven force that promotes high-tech industrial cluster growth, knowledge overflow is the key factor that affects continuous innovation activities of the high-tech industry cluster, and the talent flow becomes the region's main source of knowledge overflow. Along with the increasingly development and mature of the high-tech industrial clusters, the talent flow in the high-tech industrial clusters has showed many new changes and new problems, comparing with that phenomenon in the non-cluster. Therefore, it has important theoretical and practical significance to explore the principles of talent flow and its influencing factors to guide the orderly talent flow in the high-tech industrial cluster.
     By taking the industrial cluster as the research objective and applying the theoretical and empirical research method, this thesis has analyzed the characters of the talent flow in the high-tech industry cluster and its influence on the talents, determined the influencing factors of talent flow in the high-tech industrial cluster, explored the talent flow mode, and finally put forward the strategy of promoting the reasonable talent flow in the industrial cluster.
     The thesis firstly revealed the rules and characters of the talent flow in the high-tech by applying the method of literature research and empirical analysis. Through the statistical analysis and investigation of Chinese high-tech industries, it has researched the characteristics of talents flow in the high-tech industrial cluster from the dimensions of the talent flow direction and the frequency. On this basis, the agglomeration theory, Karz's organizational life theory and Cook's curve was applied to analyze the influencing rules of talent flow on the talent growth in the high-tech industrial cluster, and it has suggested the relationship between the talent flow and talent growth in the high-tech industrial cluster.
     Secondly, by taking the Price-Mueller(2001) and Levin-Rosse(2001) demission model as the theoretical foundation, the main influencing factors of talent flow in the high-tech industrial cluster has been analyzed by applying the main factor analysis method, the index system of the influencing factors has been constructed; the levels of those influencing factors of high-tech industrial cluster has also been revealed, the effect model of talent flow has been constructed, and the formation mechanism of the talent flow intensions and action has been interpreted in the context of the industrial cluster.
     Moreover, organization boundary theory was adopted to construct the typological model of the talent flow mode in the industry cluster, and talent flow mode in different industry cluster context was raised, and the practice of these modes was also validated. From the geographic perspective and the views of the talent outside character, the difference of talent flow choice in the high-tech industrial cluster was comparatively analyzed by applying the method of the variance analysis and frequency distribution analysis.
     Finally, the strategic model of the talent employment in the high-tech industrial cluster was constructed. From the perspective of the high-tech industrial cluster's development life cycle, the talent flow direction and frequency was dynamically analyzed. And on this basis, the talent employment strategy in the high-tech industrial cluster was suggested both from the view of the cluster and the enterprise, the integrated dynamic strategy model of the talent flow in the High-tech industrial cluster was constructed, the chosen of talent flow mode in different development stage and the core of the talent deployment strategy was clarified.
