论CUBA中国大学生篮球联赛管理体制

摘要
研究意义：本项研究结合德鲁克先进的管理思想，以现状、借鉴、发展为研究路线，讨论CUBA的管理体制问题，旨在为CUBA提高管理水平，提高管理效益提供参考意见。其研究成果具有理论和现实意义。
研究方法：文献资料法、访谈法、逻辑分析法。
研究结果：CUBA形成了稳定的组织结构模式。从机构设置来看，CUBA是属于“职能制结构”。其最大的优点是具有明确性，但各部门之间的协调将成为最高管理者的中心问题之一，这也严重地影响着工作效率。建议CUBA将组织结构发展成为“联邦分权制组织结构”模式。由于CUBA联赛存在着竞技性的特定，且与企业的性质有着区别，如将发展组织结构成为“联邦分权制组织结构”型，联赛执行委员会中必须要包括一定数量的四个分区赛的分会成员，这样才能保证公平与公正。同时，组织结构发展必须要坚持稳定性与适应性、“透明化”以及“扁平化”。
当前，CUBA的管理机构主要由组织委员会、新闻委员会、竞赛监督委员会三部分组成。CUBA的管理机构近年来呈现出稳定的状态，但管理机构即各管理层的权责关系却呈现出简单化的特征，划分不明确并且缺乏制度约束。管理机构应该做到明确性，社会性。
经过10年的发展，CUBA联赛在运动员、教练员、裁判员及财务管理上已经趋于正规化，但正规化并不意味着制度化。联赛的管理更多的事约定俗成及一套独特的运行机制，它们主要包括：动力机制和约束机制两部分。虽然形成了

It discussed the management system of CUBA, in order to afford opinion to improve the management benefit. The research results have theoretic and practically.
The results of research: CUBA has formed a stable organizational structure model. From the institutions, CUBA belongs to the "functional structure." And the greatest advantage is its clear, but there will be one of the centers of the highest managers among the co-ordination of various departments, what has serious impacted the efficiency. The paper suggested CUBA to change its structure to a "federal system of decentralized organizational structure". Because of its Competitive feature, and there is a distinction of the nature between the CUBA and enterprises, it would include a certain number members of a branch of the four district tournaments if the government is to achieve a fair and impartial implementation of the league committee. The organizational structure must adhere to its stability and adaptability, "transparency" and "flat."
Now, CUBA organized by three parts: the management committee, the Committee on Information, and the Competition Oversight Committee. The CUBA management agency is showing a stable state in recent years. But the Management structure —the responsibility of the management, whose characteristics has become simplistic, can't demarcate clearly, and it is lack of system constraints. Managing structure ought to achieve Definition and Sociality.
By ten years' development, the managements on Athlete, Coaches, referees, and finance have become standardization, of the CUBA league. But the standardization doesn't mean the systematical.
The league's management has set of unique movements mechanisms, which contains motivation system and restriction system. Although it has formed some stable restriction system, it still didn't perfect. Its legal system still stays low level, which affects the criterion and management of CUBA. In management, the league has a huge work troop, which has diversification, and the
