智能交通产业的技术创新联盟研究

摘要
智能交通产业是源于ITS (Intelligent Transportation System)技术的产生及其推广应用,并融合了其他相关应用技术的现代化交通管理与服务系统,在改善交通的同时形成了产业。智能交通产业对于推动交通运输业发展,带动汽车、机电、通信、微电子、计算机及软件产业的发展具有重要作用,被认为是二十一世纪世界范围内最有影响的产业之一。而伴随经济全球化与科技全球化进程的加快,技术创新越来越成为公认的企业、产业及国家发展和竞争力提高的动力和源泉。而目前我国基本以“自上而下”模式进行的技术创新的成果实用转化率比较低,这严重制约着我国科技经济的发展。以智能交通产业为例,目前我国ITS产业的发展主要在关键技术创新、技术标准和产业链整合方面受到相当大的制约,迫切需要通过新的发展模式来寻求出路。
     本文从产业创新联盟的角度探讨了智能交通产业的产业化发展和技术创新问题。通过研究技术创新联盟的内涵、特征,以及技术创新联盟的运行机制,比较分析智能交通产业的技术创新联盟运行过程存在的问题,进而为符合我国国情的技术创新联盟提出针对性的策略建议。
     主要研究内容包括我国智能交通产业的发展及建立智能交通产业技术创新联盟的必要性、智能交通产业技术创新联盟的运行机制以及对广东省构建智能交通产业技术联盟的案例研究。其中在对智能交通产业的发展的研究中,分析了我国智能交通产业发展的现状及存在的主要问题,并对比分析了国外智能交通产业的发展状况,并在古诺模型的基础上分析了我国建立智能交通产业技术创新联盟的必要性。在智能交通产业技术创新联盟的运行机制的研究中,主要阐述产业技术创新联盟的盟友选择机制、知识转移机制、绩效激励机制和熵流控制机制进行分析。最后通过案例研究的方法,对广东省构建智能交通产业技术联盟进行研究。
     本文的主要创新有如下几点:第一,本文创造性的运用经济控制论,将政府协调作为我国技术创新联盟运行的外部强化机制。第二,创造性的将技术溢出效应应用于古诺模型,并由此得出结论,技术创新联盟比独立的进行研发生产所获得收益更多,为我国技术创新联盟的发展提供了理论依据。第三,在实证研究方面,本文结合我国的实际情况,以广东省为例,研究分析了广东省行业技术创新联盟的运行状况,并提出了联盟运行的可行性建议,以期能促进我国智能交通产业的发展。
Intelligent transportation industry is rooted in the generation and application to ITS technology, and the fusion of the other relevant application technology's modern traffic management and service system, forms industries in the meanwhile improving traffic. Transportation industry plays an important role in promoting transportation development and driving the development of the antomobile, electromechanical, communication, microelectronics, computer and software industry in the21st century, and is considered the most impact worldwide industries in the world. But along with the economic globalization and technological globalization speeding up, technology innovation has become more and more the accepted power and source enterprise of industry and national development and more competitive. At present our mode of the technology innovation achievements is based to "top-down", its ration of practical conversion is lower, and in serious restricts the development of technology and economy. Taking the case of intelligent transportation industry, at present our country's development of ITS industry mainly be considerablely constrained by key technology innovation, technical standard and integration of industry chain, urgently need to find a way out through new development model.
     This article from the Angle of industrial innovation coalition intelligent transportation industry discusses the industrialization and technological innovation problems. Through the research of technology innovation alliance connotation, characteristic, and the running mechanism of technology innovation alliance, comparative analysis of intelligent transportation industry technology innovation union running process problems, and for suitable for China national technical innovation union brought targeted strategy advice.
     The paper includes three parts:the development of ITS in China, The necessiry to establishment ITS Industrial Technology Innovation Alliance, the operation mechanism of the ITS Industrial Technology Innovation Alliance and Guangdong Province to build ITS industry technology alliance as an example. Analysis the tontent of the ITS industry an its nature. Overview of the development of the ITS industry at home and abroad, analysis the nessary to buid ITSechnology Innovation Alliance through Cournot model. In the part of the operational mechanism,explain the allies selection mechanism, knowledge transfer mechanisms, performance incentives and entropy flow control mechanism. Finally, analysis the Guangdong Province building ITS technology Innovation Alliance as a case.
     The main innovation of this paper are the following:First, make the government co-ordination as external strengthening mechanisms of Technical Innovation Alliance with Cybernetics. Second,take the technology spillover in Cournot model and get an conclusion which is we can gain more than the independent research through Technical Innovation Alliance.This conclusion Provides a theoretical basis for the development of China ITS technological innovation alliance.
