我国科技园区企业加速器建设研究

摘要
企业加速器是企业孵化器发展的演化升级,是一种集中、有效的整合资源工具,不断地将资源整合到企业加速器及高成长性企业周围,建立与政府、企业、高校、研究机构、中介机构、科技园区的宽阔通道,组织和搭建创新服务网络。
我国科技园区企业加速器建设研究,阐述了我国科技园区企业加速器的建设现状、运营模式、管理与激励机制,为我国企业加速器的可持续发展提供借鉴模式与实践经验,对加快高新技术产业化,培育创新型企业和企业家,推动区域经济发展具有重要意义。
我国科技园区企业加速器的运营模式多种多样、各具特色,根据科技园区企业加速器管理机构的性质、运营范围和入驻形式,我国科技园区企业加速器的运营模式可分为公司型与公共事业型、专业服务与综合服务型、实体入驻与虚拟入驻型、混合型四大类,构成具有中国特色的运营模式。
科技园区企业加速器的管理制度,从理论上讲主要有项目管理制度、招商引资制度、后勤管理制度、劳动合同制度、培训制度、绩效考核、奖励制度以及薪酬制度等,在实际操作层面最为重要的是企业准入管理与企业退出管理。企业加速器的外部管理是指企业加速器的投资机构对企业加速器进行的管理,企业加速器的内部管理是指企业加速器对入驻企业进行培育、管理控制和发展运作。建立准入制度和退出机制,是科技园区企业加速器实现良性循环运营的根本保障。企业加速器发展需要政府在政策、土地、资金方面予以倾斜。
根据我国科技园区企业加速器的建设现状和问题,提出加快我国科技园区企业加速器发展的对策,以提高企业加速器运营能力。建议制定与实施推进企业加速器发展的长效机制、构筑知识支撑网络、构建现代企业制度、建立投融资保障机制、完善激励与优惠政策、构造企业加速器网络。
The Business Accelerator is the evolution and promotion version of business incubator, it is a focus and effective tool which could integrate resources around the Business Accelerator and high-growth enterprises, could establish wide channel among government, enterprises, universities, research institutions, intermediary and Science and Technology Park, could organize and build innovation service network.
The study of construction of Business Accelerator in Science and Technology Park in China, described the situation, operating pattern, management and incentive mechanism, provided reference model for sustainable development of Business Accelerator, which has important meaning for accelerating the industrialization of high technology, fostered innovative enterprises to promote the economic development.
The operating patterns of Business Accelerator in Science and Technology Park in China are varied, according to the character of Science and Technology Park enterprises management institution, scope of the operation and enter form, business accelerator can be divided into four patterns, which includes enterprise and public-oriented, professional services and comprehensive service-oriented, physical and virtual entry, and mixed type, formed operating patterns have Chinese Characteristics.
The management system of business accelerator in Science and Technology included project management system, investment system, logistics management system, the labor contract system, training system, performance appraisal, reward system and pay system in theory, but in practice the most important aspects of the Business Accelerator are enterprise access management and enterprise exit management. The external management means that the investment institution of business accelerator engages in the management of business accelerator; the internal management means that the business accelerator takes part in the train, management and development of entering enterprises. Building up the entrance mechanism and exit mechanism is the fundamental guarantee of the positive cycle of the Science and Technology Park. The development of Business Accelerator needs the government skewed to them on policies, office space and capital.
According to the construction of China's Science and Technology Park, proposed countermeasure to speed up the construction of Business Accelerator in China's Science and Technology Park. Such as to formulate and implement the long-term mechanism of promoting the development of business accelerator, to build Knowledge Support Network, to build a modern enterprise system, to establish safeguards mechanism for Investment and Financing, to improve incentives and preferential policies, also to construct business accelerator network.
我国科技园区企业加速器建设研究,阐述了我国科技园区企业加速器的建设现状、运营模式、管理与激励机制,为我国企业加速器的可持续发展提供借鉴模式与实践经验,对加快高新技术产业化,培育创新型企业和企业家,推动区域经济发展具有重要意义。
我国科技园区企业加速器的运营模式多种多样、各具特色,根据科技园区企业加速器管理机构的性质、运营范围和入驻形式,我国科技园区企业加速器的运营模式可分为公司型与公共事业型、专业服务与综合服务型、实体入驻与虚拟入驻型、混合型四大类,构成具有中国特色的运营模式。
