吉林市企业信息化和工业化现状及对策分析
摘要
新型工业化是以先进的信息技术改造与提升传统产业。党的十六大明确提出：信息化是我国加快实现工业化和现代化的必然选择。坚持以信息化带动工业化，以工业化促进信息化，走出一条科技含量高、经济效益好，资源消耗低，环境污染少，人力资源优势得到充分发挥的新型工业化路子。
一、信息化的内涵及意义
企业信息化是国民经济信息化的主要组成部分。 第二，推进企业信息化是促进我国经济增长的重要手段。第三，企业信息化是实现我国工业跨越式发展的必由之路。 第四，企业信息化是促进现代企业制度形成的催化剂。第五，企业信息化是提高企业核心能力的基础。
二、吉林市工业化、信息化的现状及分析
（一）吉林市工业化率评价
吉林市的工业化发展轨迹与东北其他城市的变化基本一致，具有较强的地域特点，主要依托国家政策拉动和布局导向。国际通行的衡量是否完成工业化3个最主要的结构性指标，
即：农业产值占GDP比重低于15%，农业就业人数占全部就业人数的比重低于20%，城镇人口比重上升到60%以上。
（二）吉林市的信息化率评价
信息化率是评价一个国家、一个地区现代化程度的重要指标。一般来讲，信息化综合指数达到60%，这个国家或地区基本进入现代化。
（三）企业信息化现状
吉林市企业的信息化建设起步较晚，虽然有了一定的发展，但总体看，企业的信息化工作还仅仅处于初始起步阶段。
三、以信息化推动新型工业化的条件和可行性分析
我市经过50年，尤其是改革开放20多年的建设和发展，尽管还有这样那样的问题，但综合看，已经具备了以信息化带动工业化，进而全面推进新型工业化的条件。
（一）五十年的工业发展和工业化的成果，为我们全面推进新型工业化打下了坚实的基础。
（二）信息服务网络日趋完善，为推进新型工业化提供了完善的物质基础。
（三）企业制度创新是我们推进新型工业化的最大动力。
（四）推进新型工业化的有利环境初步形成。
四、实施信息化带动工业化的总体思路和主要任务

2、大力推广和普及电子商务。
3、鼓励和扶持发展软件业和信息服务业。
4、抓好信息技术及产业化发展。

6、大力推进信息社会化。
五、构筑推动吉林市新型工业化的法律、政策支撑体系
总的方针政策是：前瞻求实，统筹协调，体制创新，市场引导。
1、统一规划和协调。
2、加强领导，积极实施一把手工程。
3、加快法律法规体系的建设，为信息化规范有序、健康快速发展创造一个良好的法制环境。
4、坚持政府推动，立场引导的方向，调动方方面面的力量推进新型工业化进程。
5、重视招商引“智”，为推进新型工业化提供人才保障。
6、抓好典型示范，以点带面推进信息化的发展。
加快信息化建设，以信息化带动工业，已成为东北地区地级市实现小康社会战略目标必然选择，这些城市要紧紧抓住振兴老北老工业基地的难得机遇，勇立潮头，蓄势后发，努力扩大信息技术应用的广度和深度，加速信息化和工业化的紧密结合，使信息化成为推动工业化的加速器，变“数字鸿沟”为“数字财富”。我们有理由相信， 信息化建设在老工业基地改造调整中的不断推进与渗透，我们将进一步走实新型工业道路，形成跨越式发展的后发优势。

The 16th National Congress of Communist Party of China is put forward clearly: The informationization is that our country accelerates realizing industrialization and modernized inevitable choice. Insisting on using informationization to promote industrialization, promote the informationization with industrialization, a scientific and technological content walks out high, economy is profitable, resources are consumed low, there is little environmental pollution, the human resources advantage gets the new-type industrialized way given full play to.

The fifth, enterprise's informationization is foundations of improving enterprise's key ability.
Second, industrialization, current situation and analysis of the informationization of Jilin
(1) the industrialized rate of Jilin is appraised
The industrialized development orbit of Jilin and the changes of the Northeast other cities are unanimous basically, have stronger region characteristics, rely on spurring and overall arrangement direction of the state policies mainly. Whether international and current measurement finishes 3 main structural indexes of industrialization, namely: The agricultural output value accounts for GDP proportion and is lower than 15%,
proportion of agricultural employment to all employment volume is lower than 20%, urban people's proportion rises to more than 60%.
