电力市场中发电设备检修计划协调优化理论与应用研究

摘要
发电设备检修计划是电力系统长期运行计划中一项主要内容。发电设备检修计划的合理性和可行性直接影响着发电企业的生产运营的安全性与经济性,同时对电网公司的生产与经营以及对整个电力系统运行的安全性(可靠性)与经济性也有着重要的影响。在电力市场中,重新审视和研究现有发电设备检修管理模式与检修计划优化,调整现有发电企业的管理模式和检修计划,建立适应电力市场环境的检修管理和检修模型,对设备检修计划进行优化协调,无论是对于理论研究还是发电企业实际运营都具有重要的意义。
     我们根据国内外有关发电设备检修计划优化协调的各种研究成果的分析与总结可知,在电力市场条件下发电设备检修优化还存在许多问题有待进一步解决,因此本课题的研究是十分必要和迫切的。如何确定新形势下设备检修管理的模式,使设备长期保持良好的技术状态,减少故障、延长寿命,从而提高设备运行的可靠性与经济性,以及提升整个发电企业的效益?发电企业应该如何选择有效的设备检修策略,建立怎样的检修计划的优化方法和管理模式来实现在确保设备安全的前提下使得检修投入费用和机会成本最低?市场运营机构如何建立发电企业与电网企业之间以及区域内各电厂之间检修计划协调优化机制来确保发电企业、电网企业和用户多方共赢?这些都是本论文需要深入研究和探讨的内容。
     本文以发电企业运营成本最低为目标,研究设计出电力市场中发电企业多种检修方式相结合的、动态的、全过程的设备检修管理模式;研究电力市场中发电企业之间以及发电企业与电网企业之间检修计划协调优化机制;在综合考虑检修计划优化的安全性、经济性、风险防范性等方面的目标的前提下,分析研究电力市场中发电企业最优检修策略与机组检修计划优化的数学模型;在综合考虑检修计划优化的安全性、经济性、风险防范性和公平性目标,研究区域电力市场中发电机组及其输电设备检修计划的协调优化的数学模型;研究如何将有关检修计划优化数学模型的各类求解算法有效结合,研究给出快速有效的算法,确保论文中研究给出的各种优化数学模型的顺利求解,并在实证分析中得到不断改进。最后,结合我国发电企业和电力市场建设的各种实际情况,完成了应用软件系统的初步研发。
     通过研究,本文对目前发电设备检修中存在的三个问题:即“发电公司追求自身经济效益与系统安全性之间的冲突”、“发电公司之间在安排检修计划上的冲突”以及“发电机组与输电设施检修冲突”这三个问题提出了解决方案,并建立了相关的协调优化机制。总体来看,本论文的研究成果对电力市场中发电机组长期检修计划的制定具有明显的理论指导意义和实际应用价值。
Power Equipments Maintenance Scheduling is a very important aspect of the long term plan of the electric power system. The rationality and feasibility of the equipments maintenance scheduling impact the production of Power Company. In the power market, resurvey and study the management model and the optimal scheduling of the equipments maintenance, adjust the management model and maintenance scheduling of Power Company, based a maintenance management model that fit for the power market, optimize the equipment maintenance will take on a very important meaning to power company.
     According to the research analysis of optimization coordination of the domestic and international power equipment maintenance scheduling, in the power market conditions,it is still exists many problems yet to be resolved, this issue of research is very necessary.how to confirm the new equipment maintenance management model to make the equipment holding a high-blooded technic state, reduce failure, extend life-span,so can improve the reliability and ecomomist of the equipment and improve the benefit of the hole company? How can the power company choose the effectual maintenance scheduling, build what plan to achieve the minimum devotion and opportunity cost? How can power operator build the optimal mechanism between Power Company and Grid Company and ensure them win together? These are all the problems the paper needs to study and discuss.
     In this paper, we work out a variety of combining and dynamic, the entire process of the equipment maintenance management model; study the optimization coordination mechanism between enterprises and power generating enterprises; Consider comprehensive maintenance scheduling optimized security, economy, risk prevention of targets, study the optimization math model of power generation and the optimal maintenance policy of power enterprises; synthetically consider the security, economy, risk prevention and equity targets, study the maintenance optimization math model of power equipment in the new power market; combine the arithmetic about maintenance scheduling optimization math model, learn from others's strong points to offset one's weakness, work out the frequent and effectual arithmetic, ensure the solving of optimal math model in the paper successfully, constantly improve the model in the empirical analysis. With the reality of the market and the power enterprises, completed the preliminary application software system development.
     According to the study, the paper resolve the three problems of power equipment maintenance: the conflict between power company and the security of power system、the conflict between power company to arrange the maintenance scheduling and the conflict between power equipment and transmission equipment, in allusion to these, we establish corresponding mechanism of equipment maintenance. In a word, the study of paper will take on a very important meaning to power company in the power market.
