我国农村养老的政策选择

摘要
在我国,广大农村地区老年人的养老问题一直没有得到足够重视,农村老年人的生存状况出现不断恶化的趋势。随着工业化、城市化的推进,农村老年人原有的养老保障体系正在被打碎,而新的保障体系尚未形成。同时,中国是在工业化的中期阶段,在需要大量经济建设资金的情况下步入老龄化,是典型的“未富先老”。此外,政治、经济、社会转型同时出现,我国社会面临着前所未有的震荡。在这种情况下,如何选择科学合理的农村养老政策,有效地保障处于弱势的广大农村老年人的基本生活,是当前和今后一段时期内学界和政府共同面对的一个重大课题。
本研究是在既有研究的基础上,从公共管理视角,运用公共选择理论,对我国农村养老问题的政策选择进行研究。在市场经济不断发展,工业化、城市化不断深入的历史文化背景下,对当代中国农村养老的一系列问题进行分析,以引出对农村社会养老作为公共政策问题的界定,指出解决我国农村养老问题是政府的责任。论文对我国各地农村社会养老政策选择实践的问题进行分析,并深入剖析产生这些问题的原因。并在此基础上,借鉴国外先进农村社会养老政策选择的经验,分析了我国农村社会养老政策的利益相关方的利益取向,提出了思辨性的政策建议,即我国应选择全国统一的、覆盖全体农村居民的基础养老金和农村社会养老保险结合的农村养老政策。
As the basic living right of public, social security mechanism plays a important role in social equality and social stability.
In the past sixty years, the establishment of our social endowment insurance policies has been following the trace of urban-rural dual structure, which is based on household register and takes the urban social security as the core while the rural social security which covers 70% of Chinese population is in a marginal status. As far as china which is such a big agricultural country is concerned, the emphasis and the difficulty of the Overall Construction of Comfortable Society just lie in the construction of rural area. While rural social security not only is one of the important settlement ways to the three agricultural problems, but also affects the stability of rural society, the political stability of our country and the construction of harmonious society.
From the viewpoint of public policy analysis, the establishment of rural social security policies will affect the social security level of Millions of Chinese farmers and tests the government's solving ability in three agricultural problems.
