农业信息化建设对乡村扶贫工作的影响研究

摘要
由于长期二元化发展,我国乡村振兴战略的实施面临诸多体制不健全、资源流失严重和劳动力大量转出问题,如何完善乡村治理,实现资源回流,吸引人才和劳动力回到农村,是乡村扶贫工作顺利实施的必要保障。根据我国现有乡村产业发展状况,结合乡村自组织机制机理,分析信息化建设、自组织机制对扶贫战略实施的影响。提出依托乡村自组织机制以乡村信息化建设提升乡村扶贫战略实施的措施:首先,政府应转换思路,从主导者变为引导者、监督者。其次,乡镇、社区应营造自我发展的集群网络结构,完善自组织机制。最后,充分运用乡村核心影响力成员或组织,提升区域凝聚力,助力区域创新能力提升。
Due to the long-term rural and urban dualistic development, the implementation of the Rural Revitalization Strategy in China is facing many problems, such as imperfect system, serious loss of resources and a large number of transfer of labor force.How to improve rural governance, achieve resource reflux, and attract talents and labor back to the countryside is the necessary guarantee for the smooth implementation of rural poverty alleviation work. According to the current situation of rural industry development in China, combined with the mechanism of rural self-organization mechanism, this paper analyzed the impact of information construction and self-organization mechanism on the implementation of poverty alleviation strategy. It puts forward some measures to improve the implementation of rural poverty alleviation strategy by relying on rural self-organization mechanism and rural informatization construction. First, the government should change its thinking from the leader to the guide and supervisor.Second, villages, towns and communities should build self-development cluster network structure and improve self-organization mechanism. Finally, make full use of the members or organizations of rural core influence to enhance regional cohesion and promote regional innovation ability.
