贵州省自然资源统一确权登记的做法与思考

摘要
贵州省开展自然资源统一确权登记试点工作过程中,探索了以土地为载体的各类自然资源的概念、争议区的划定、登记单元的划分、第三方质检等方法。试点明确独立登记单元范围线是特定生态空间的保护界线,对特定生态空间确权,登记国家所有权或集体所有权;其他登记单元范围线是国有自然资源的权属界线,对国有自然资源确权,登记国家所有权。在分析赤水市、绥阳县、钟山区、普定县、思南县5个试点地区的自然资源现状、权属、公共管制成果基础上,文章对自然资源调查标准不统一、"一地多证"、国有和集体混合不利于生态保护、自然资源所有权行使主体权属状况等问题进行了探讨。
In the process of piloting the confirmation and registration of natural resources in Guizhou province, the concept of various natural resources based on land as a carrier, the delineation of disputed areas, the division of registration units, and third-party quality inspection were explored. Pilots clarify that the scope lines of the independent registration units are the protection boundary of a specific ecological space, which confirm the specific ecological space, and need to register national ownership or collective ownership;while other scope lines of registration units are the ownership boundaries of state-owned natural resources, which confirm the stateowned natural resources, and need to register country ownership. Based on the analysis of the status quo, ownership and public control of natural resources in five pilot areas of Chishui City, Suiyang County, Zhongshan District, Puding County and Sinan County, this article discusses some problems, such as the survey criteria of natural resources is not unified, "multiple certificates on the same land", state-owned and collectively mixed system is detrimental to ecological protection, the exercise of subject ownership of natural resources, etc.
