摘要
地勘单位在改革进程中,不仅要主动适应国家体制方面的改革,更要加强自身管理机制上的变革与创新,特别是要切实强化财务管理工作,充分发挥财务管理的核心作用,为地勘单位深化改革保驾护航。一是充分发挥财政资金的引导作用,全面提升绩效管理水平;二是切实加强改革试点企业的资产管理工作,明确资产的产权关系,认真开展资产清查,及时清理债权债务;三是合理筹划地勘单位的纳税工作,规避涉税风险;四是有序推进政府会计制度的实施,加强内部控制制度建设。
In the reform process, geological exploration organization should not only actively adjust to the reform of national system,but also strengthen the reform and innovation of management mechanism itself. Especially, it is necessary to strengthen financial management, give full play to the core role of financial management, and escort for deepening reform of geological exploration organization. The main ideas are as follows: firstly, effectively giving play to the guiding role of financial fund and comprehensively improve the performance management level; secondly, effectively strengthen the assets management of reform pilot enterprises,clarify the property right relation of assets, seriously carry out assets checkup, and clean up credit and debt in time; thirdly, rationally plan taxation work of geological exploration organization and avoid tax related risks; fourthly, orderly promote the implementation of government accounting system, and strengthen the construction of internal control system.
