摘要
长江经济带污染物排放量大,生态空间被挤压,生态补偿机制与环境监管机制有待完善。文章提出长江经济带生态环境治理与绿色发展协同机制,从组织制度、价值协同、市场机制、成本分担与利益分配维度,构建长江经济带沿线政府组织、政府与企业、政府与社会公众、不同企业之间的环境治理与绿色产业发展多元协同共治动力机制,提出营造长江经济带环境治理与绿色产业发展协同推进的政策环境、构建生态环境服务定价机制与补偿机制、加强服务监督与评价等政策建议。
The pollutant emissions are widespread in Yangtze River Economic Belt. The ecological space is squeezed. The ecological compensation mechanism and the environmental supervision mechanisms need to be perfected. This paper proposes a synergy mechanism between the ecological environment governance and the green development of the Yangtze River Economic Belt. From the perspective of organizational system, value syn-ergy, market mechanism, cost sharing and benefit distribution, it builds the dynamic mechanism of governance among multiple elements, such as the government organizations, government and enterprises, government and the public, environmental governance and green industry development between different enterprises. It proposes three policy recommendations: create a facilitating policy environment for the coordinated development of environmental governance and green industry development in the Yangtze River Economic Belt; build a pricing mechanism and compensation mechanism of ecological environment service; and strengthen service supervision and evaluation.
