摘要

落实司法责任制,增加办案人员的责任感意识,凸显审判为中心,将引起审判方式的重大变革。理性回归审判规律,使"谁办案,谁负责",使审判者裁判,让裁判者负责的司法责任制落到实处,它对推动新一轮司法体制改革具有重要影响。司法责任制要明确具体司法权和行政权的权力界限,落实各自行使主体、责任范围和保障措施,从而保障司法公正和公平,让人民群众感受司法的公平正义,增加司法公信力。
        The way of adjudication will be changed through implementing the judicial responsibility systen, increasing investigators' sense of responsibility, and highlighting the trial as the center. The law of judgement should be obeyed, and each performs its own function. The judge takes charge of the judgement, and makes the judicial responsibility systen fully implemented, which will have a vital influence on improving the new reform of judicial system. The judicial responsibility systen should clarify the limits between specific judicial power and executive power, respective subjects, the scope of responsibility, and safeguard measures, so as to guarantee judicial justice and fairness. Fairness and judicial credibility will be increased.
