培育社会组织推进“以农民为中心”的乡村振兴战略

摘要
培育农村社会组织,尤其是农民的自组织,既是构建具有中国特色乡村治理体系的内在要求,更是激发农民内生动力、加快推进实现"以农民为中心"的乡村振兴战略的客观需要。农村社会组织种类繁多,既能代表农民参与公共事务协商,也可提供农村公共服务供给,更具有教育培训和引导农民的功能。当前,我国农村社会组织的发展面临行政组织和社会组织界限不明确、行政范围扩张过大、法律法规不健全、农民合作和组织意识不强等制约。应充分认识到农村社会组织的重要价值,把培育农村社会组织作为实现乡村振兴战略的重要举措,重点通过深化乡村基层管理体制改革、支持农村社会组织提供公共服务、完善相关法律法规等措施为社会组织发育创造良好的环境。
Cultivation of Rural Social Organizations(RSO),especially farmer's self-organizations,is not only the internal requirements for developing rural governance system with Chinese characteristics,but also an objective need to stimulate farmers' endogenous motivation and accelerate the realization of a " peasant-centered" rural revitalization strategy. There are many kinds of RSO,which not only represent peasant to participate in public affairs,but also provide public services. They also have the function of educating and guiding peasant. However,the development of RSO still are confronting many challenges,such as unwell-defined boundaries between administrative organizations and RSO,excessive expansion of administration scopes,and incomplete laws and regulations,as well as weak organizational awareness in peasants etc. For ameliorating these issues,we should pay more attenuation to RSO,and reforming of the rural base levels administration system,encouraging RSO to engage in the rural governance,supporting to RSO undertake public services,and perfecting laws and regulations for RSO.
