培育团体标准组织 铸就团体标准品牌——山东省团体标准建设实践与思考

摘要
新修订的《标准化法》已于2018年1月1日起实施,团体标准在我国的法律地位被明确。当前,全国各地,各类社会组织积极探索推进团体标准建设,团体标准发展势头迅猛,各类团体标准异彩纷呈。但目前在团体标准快速发展过程中,仍面临问题和挑战,团体标准的质量、创新水平、市场化程度及推广应用方面仍有待提升。2018年3月,山东省获批国家标准化综合改革试点,确立了到2020年初步形成以团体标准和企业标准为主体的新型山东标准体系的任务目标。山东省在推进团体标准壮大发展过程中,确立了"培育团标组织做强团标品牌"的工作思路,积极实践,为全国地方标准化行政管理部门推动团体标准工作探索经验模式。
The legal status of consortium standard has been defined in the revised Standardization Law of the People's Republic of China,which was effective on Jan 1,2018.Currently,various social organizations actively explore new ways to boost the development of consortium standards throughout the country.Consortium standard advances rapidly with all kinds of consortium standards springing up.However,in the process it faces problems and challenges,and its quality,innovation,marketization,and application need to be improved.In May 2018,Shandong Province was authorized to carry out pilot work of national standardization reform,aiming to establish a new Shandong Standard System with consortium standard and enterprise standard as the main body by 2020.During the process of boosting the consortium standard growth,Shandong Province,by establishing the working ideas which is to breed the organizations and make the consortium standard brand stronger,has explored a experiential model in driving the working of the consortium standard for all the provincial competent administrative departments for standardization all over the country.
