农村小型水库运行管理现状及对策探讨

摘要
小型水库数量众多、分布广泛,是农村生产、生活和发展的重要基础设施。为确保小型水库功能和社会效益正常稳定发挥,在对小型水库现存主要问题及致因进行归纳分析后,提出侧重从权责明晰、硬件设施完善、落实养护管理制度等方面深化小型水库运行管理改革,确保其功能效益稳定发挥,更好地服务于农村经济社会发展。
With a large number and wide distribution, small reservoirs are an important infrastructure for rural production, life and development. In order to ensure the normal and stable functions and social benefits of the small reservoir, after the induction and analysis of the main existing problems and causes of the small reservoir, it is proposed to deepen the reform of operation and management of small reservoirs from the aspects of clear division of rights and responsibilities, improvement of hardware facilities,implementation of maintenance management system, etc., so as to ensure the stable play of its functional benefits and better serve the economic and social development of rural areas.
