摘要
本文从水文部门职能定位、基础数据资料提供、技术服务提供等方面分析河(湖)长制对水文工作的需求。结合无锡水文部门在河(湖)长制工作中的实践,包括"一河一策""一区一策"方案编制、"三条红线"管控监测、保护水环境监测、水生态监测等,分析当前水文全面服务河(湖)长制工作存在的不足。提出了从水文监测站网优化、水文监测精细化管理、信息服务水平提升、人才队伍建设等方面加强水文监测体系建设的建议。
        This paper analyzes the demand of the river(lake) chief system for hydrological work from the functional orientation of hydrological departments, the provision of basic data and information, and the provision of technical services. Based on the practice of Wuxi hydrology in the river(lake) long-term system, including " one policy to one river", "one policytoone district"heme compilation, "three red lines"(the upper limit of water resources allocation, the baseline of utilization efficiency of water resources and the upper limit of sewage discharge)control monitoring, water environment protection monitoring, water ecology monitoring, etc., the shortcomings of the current hydrological comprehensive service of river(lake) long-term system are analyzed. Suggestions are put forward to strengthen the construction of hydrological monitoring system from the aspects of hydrological monitoring station network optimization, fine management of hydrological monitoring, improvement of information service level, and construction of personnel team.
