网络组织与中国生态治理

摘要
生态治理是国家治理能力的重要表现。生态问题具有广域性、整体性和时滞性,其治理是一个动态、多维的时空概念。网络组织是基于合作机制的新型组织模式,网络化协作生态治理有助于从整体景观保护的视角建立多元化主体、多层次推进的治理路径。基于美国景观保护LCC网络的经验启示,结合当前我国生态治理进程的成效与问题,提出网络组织模式下的中国生态治理路径建议。目前中国生态治理主要为自上而下驱动的过程,建议立足于景观尺度,通过跨部门协作制定网络化协作生态治理国家战略、建立基于人大立法的网络化协作生态治理政策制度、建立和共享景观尺度的生态治理数据库以及探索建立基于合作网络的生态治理改革试点等治理路径,提升新时代我国生态治理能力。
