信阳市水环境承载力评价及优化对策建议

摘要
选取社会经济、水资源、水环境、水生态4个子系统的18个指标,构建了信阳市水环境承载力评价指标体系。通过确定指标的标准值及权重,采用模糊综合评价法,建立了信阳市水环境承载力综合评价体系,并对信阳市水环境承载力进行了评价。结果表明:2017年信阳市水环境承载力处于轻度与濒临超载临界状态,接近危机状态,但总体上呈现上升趋势;根据水环境承载力预测因素,基于综合评价指标,预测2020年信阳市各县(区)水环境承载力处于濒临超载状态,至2030年仍处于濒临超载状态,但水环境综合评价值有较大幅度提高;结合水环境承载力评价结果,针对性地提出了信阳市水环境承载力优化对策和建议。
        Eighteen indicators of socioeconomic,water resources,water environment and water ecology sub-systems were selected to construct a carrying capacity evaluation index system of regional water environment. By determining the standard value and weight of the index and adopting the method of fuzzy comprehensive evaluation,a comprehensive evaluation system of water environmental carrying capacity in Xinyang was established,and assessment of water environmental carrying capacity in Xinyang was carried out. The results showed that the water environmental carrying capacity of Xinyang city was in a critical state of mild degree and near overload in 2017,approaching a crisis state; but on the whole it was on the rise. According to the prediction factors of water environmental carrying capacity and based on comprehensive evaluation indexes, the water environmental carrying capacity of all counties( districts) in Xinyang would be on the verge of overloading in 2020,and still on the verge of overloading in 2030,but the comprehensive evaluation value of water environment would be greatly improved.Through the evaluation of water environmental carrying capacity,the optimization countermeasures and suggestions were put forward.
